Job Overview: The position of International Consultant for NGO Partnership Management is crucial for the World Food Programme's operations in Honduras. The consultant will be responsible for managing partnerships with non-governmental organizations (NGOs) to ensure effective implementation of WFP's programs aimed at addressing hunger and poverty. This role involves overseeing the entire partnership process, from review and registration to due diligence, ensuring compliance with WFP's guidelines and standards. The consultant will also be tasked with developing Standard Operating Procedures (SOPs) for NGO partnership management, coordinating capacity-building activities for partner NGOs, and conducting performance evaluations to ensure that partnerships are effective and aligned with WFP's objectives. The consultant will work closely with various stakeholders, including local authorities and other UN agencies, to foster collaboration and address potential risks in program implementation. This position requires a proactive approach to managing partnerships and ensuring that WFP's mission is effectively carried out in the field.
Duties and Responsibilities:
Lead the comprehensive management of the NGO partnership process, ensuring that all review, registration, and due diligence procedures are followed in a timely manner.
Develop Standard Operating Procedures (SOPs) for NGO partnership management, ensuring the standardization of templates, formats, reports, and costing allocations, and regularly update them to reflect any new changes in corporate guidelines.
Coordinate capacity-strengthening activities for partner NGOs to enhance their effectiveness in program implementation.
Develop performance evaluations of implementing partners, conduct spot checks, micro-evaluations, and audits, and create improvement plans while following up on their implementation.
Act as the Office’s focal point with regional and global NGO Partnerships teams, providing guidance within the country office on NGO partnership processes and guidelines.
Guide implementing partners to meet relevant partner selection processes and budget plans on time and with quality, ensuring sustainable partnership management and alignment with WFP guidelines.
Develop and update a monthly requirement plan and fund analysis for Field Level Agreements (FLAs) to ensure fund availability and reservation, conduct cost-efficiency analysis of implementation, and track FLA consumption in coordination with programs and partnerships.
Ensure accurate and timely monitoring and recording of data, documents, and programmatic, administrative, and financial transactions related to FLAs and partners in WFP corporate systems and support timely updates of tools and formats in compliance with corporate standards.
Coordinate with internal and external counterparts, including local authorities, implementing partners, and other UN agencies, to ensure effective collaboration in planning and implementing assigned activities and processes, highlighting potential risks for proper management. 1
Provide guidance to unit staff as required, acting as a reference point and supporting them with analysis and consultations; actively contribute to teamwork within the NGO Partnerships sub-unit and the Programmes Unit. 1

Required Qualifications: Candidates must possess an advanced university degree in Development/Project Management, Business Administration, Social Sciences, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, or other fields relevant to international development assistance. Additionally, candidates should have at least 6 years of professional experience in the UN Common System, public, or private sector, with a proven track record in leading program implementation. Proficiency in basic Microsoft Office tools (Word, PowerPoint, and Excel) is essential, along with demonstrable experience in strengthening capacity with government and partners, leading training and projects with counterparts. Excellent communication skills and the ability to convey complex data in a simple manner are crucial, as well as solid analytical, research, and problem-solving skills. Candidates should also demonstrate effective and timely interaction with colleagues and concerned parties both internally and externally, and possess a proactive, independent approach to planning and organizing work efficiently to meet commitments and deadlines.
Educational Background: An advanced university degree is required for this position, specifically in fields such as Development/Project Management, Business Administration, Social Sciences, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Food Security, or other relevant areas related to international development assistance.
