Job Overview:
The Senior Informatics Officer will play a pivotal role in the EpiC project, focusing on Maternal, Neonatal, and Child Health (MNCH) in Liberia. This position is crucial for providing technical leadership and operational support in the design, implementation, optimization, integration, management, reporting, and utilization of health information systems that support HIV and MNCH programs. The officer will be responsible for enhancing electronic data management systems, digital health solutions, and ensuring data quality and analytics for informed decision-making at various levels, including facility, community, county, and national levels. A significant aspect of this role involves the management and optimization of the Open mSupply system and related logistics and supply chain information systems, aimed at improving visibility, accountability, and service delivery for various health services.

Duties and Responsibilities:
The Senior Informatics Officer will lead the implementation and optimization of electronic health information systems that support HIV and MNCH programs. Responsibilities include designing integrated digital health architectures, coordinating system configurations, managing user access, and providing technical support for health information systems. The officer will ensure alignment with Ministry of Health reporting requirements and national data governance standards, while also leading the implementation of Open mSupply across supported facilities. Other duties include strengthening commodity tracking, conducting data quality assessments, generating analytical reports, and facilitating training for health workers on relevant systems. The officer will also collaborate with various stakeholders to enhance inventory management and support data harmonization between paper-based and electronic systems.

Required Qualifications:
Candidates must possess a Bachelor’s degree in health informatics, Computer Science, Information Systems, Public Health, Statistics, Epidemiology, Health Information Management, Data Science, or a related field. A Master’s degree in a relevant field is preferred. Additionally, a minimum of 5 years of progressively responsible experience in health informatics, digital health systems, or strategic information is required. Experience in supporting HIV and/or MNCH programs in low-resource settings, as well as familiarity with Open mSupply or other electronic logistics management systems, is essential. Knowledge of MOH systems and donor-funded programs is also preferred.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in a relevant field such as health informatics, Computer Science, Information Systems, Public Health, Statistics, Epidemiology, Health Information Management, or Data Science. A Master’s degree in health informatics, Public Health, Information Systems, Data Science, or Epidemiology is preferred, indicating a higher level of expertise and understanding of the complexities involved in health informatics and digital health systems.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in health informatics, digital health systems, HMIS, LMIS, or strategic information. Candidates should have demonstrated experience in supporting HIV and/or MNCH programs, particularly in low-resource settings. Proven experience with Open mSupply or similar electronic logistics management systems is crucial, along with familiarity with MOH systems and donor-funded programs such as PEPFAR or Global Fund.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization and with stakeholders. Additional language skills may be considered an asset, particularly if they are relevant to the local context or the populations served by the health programs.

This position is full-time and may require travel of 10% to 25%.
