Job Overview:
The Regional Supply Chain Operations Director (RSCOD) plays a crucial role in supporting Mercy Corps' Global Supply Chain Operations within their assigned region. This position is responsible for ensuring that program delivery is cost-effective, timely, reliable, and of high quality. The RSCOD will work closely with country procurement, logistics, and other support teams to enhance the planning and management of the supply chain, ensuring that all necessary support functions are effectively integrated to implement programs successfully. The RSCOD will also assist country teams with procurement and related functions as needed, thereby contributing to the overall success of Mercy Corps' mission in the region.

Duties and Responsibilities:
The RSCOD will have a wide range of responsibilities, including but not limited to: developing supply chain strategies in collaboration with regional and country program teams; ensuring effective contracting practices in partnership with Mercy Corps Compliance and Legal; conducting SWOT analyses to identify supply chain strengths, weaknesses, opportunities, and threats; reviewing and acting on globally defined Mercy Corps Supply Chain KPIs; deploying to country programs during emergencies requiring high levels of procurement; leading the implementation of global and regional procurement initiatives; reviewing Modified Procurement Procedure requests; identifying capacity building opportunities for country supply chain teams; coaching and mentoring Country Operations Directors/Managers; participating in recruitment processes for supply chain staff; organizing short-term assignments for supply chain needs; supporting the seamless operation of the Source to Pay System; and improving linkages between operations and programmatic management.

Required Qualifications:
Candidates must possess an advanced degree and a minimum of 10 years of progressive experience in Procurement and/or Logistics, with at least 5 years in a regional or field operations leadership role. They should demonstrate success as a supply chain leader across various disciplines, including planning, procurement, and logistics, with experience in a regional or global context. A broad knowledge of procurement strategies, market analysis techniques, and contracting is essential. NGO experience is preferred, particularly with an understanding of institutional donors' policies related to procurement. Candidates must have proven project management skills, excellent communication abilities, and the capacity to analyze and resolve complex issues. Strong collaboration and influencing skills are necessary, along with effective interpersonal and analytical capabilities.

Educational Background:
An advanced degree in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or certifications in supply chain management, procurement, or logistics, which would enhance the candidate's qualifications for the role.

Experience:
The ideal candidate should have a minimum of 10 years of progressive experience in the fields of Procurement and Logistics, with at least 5 years in a leadership role within regional or field operations. This experience should encompass a comprehensive understanding of supply chain management, including planning, procurement, and logistics, ideally within an NGO context or similar environments.

Languages:
Fluency in English and French is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to communicate effectively with diverse stakeholders.

Additional Notes:
