Job Overview: The Data Management Officer will play a crucial role in the Information, Counselling and Legal Assistance (ICLA) programme, which aims to deliver legal aid to internally displaced and conflict-affected persons in Ukraine. This position involves managing the ICLA database, ensuring data integrity, and providing technical guidance to ICLA teams and partners. The officer will be responsible for preparing internal and external data reports, contributing to monitoring and evaluation activities, and supporting the transition to NRC's Kobli legal case management system. The role requires a strong commitment to data quality and the ability to collaborate effectively with various stakeholders to enhance the impact of the ICLA programme. The Data Management Officer will also be expected to promote technical improvements in database management and support the overall goals of the NRC in providing legal assistance to vulnerable populations.
Duties and Responsibilities: The Data Management Officer will have a comprehensive set of responsibilities, including but not limited to:
Ensuring adherence to NRC policies, tools, handbooks, and guidelines related to data management.
Managing the ICLA database, including supervising data entry and cleaning processes.
Providing technical guidance and capacity building to ICLA teams and partners.
Preparing internal data reports for area and country office levels, as well as external reports for donors and clusters.
Supporting data collection and processing exercises, ensuring accurate and timely data management.
Collaborating with ICLA Project Manager to review and integrate data from implementing partners.
Contributing to outcome monitoring activities by providing relevant ICLA data.
Supporting the rollout of the Kobli legal case management module.
Promoting data quality control and ensuring database backups and archiving. 1
Collaborating closely with ICLA and Monitoring, Evaluation, and Learning (MEL) teams at both area and country office levels. 1

Required Qualifications: Candidates must possess a university degree in information technology, computer science, statistics, social sciences, or a related field. Proven experience in data management or reporting is essential, with a minimum of one year in a similar position. Documented results related to the responsibilities of the position are required. A strong interest in humanitarian work, particularly in the context of IDPs and legal aid programmes, is crucial. Previous experience in data management and reporting, especially in complex and volatile contexts, is highly valued. Candidates should also demonstrate context-related skills, knowledge, and experience, particularly with digital data collection tools such as KOBO Toolbox, and possess advanced Microsoft Excel skills. Familiarity with data management systems, including CRM and data-driven software solutions, is also necessary. Knowledge of monitoring, evaluation, and learning (MEL) processes, with a focus on data analysis and reporting, is an asset. A good understanding of data protection rules and regulations is essential.
