Job Overview:
The Emergency Specialist position at UNICEF's Kharkiv Field Office is crucial for managing humanitarian interventions in alignment with the humanitarian action for children (HAC) and the Humanitarian Response Plan (HNRP) across the Kharkiv, Sumy, and Poltava oblasts. The role involves establishing and implementing emergency preparedness and response strategies at the sub-national level, ensuring the survival and well-being of children, mothers, and affected communities during emergencies. The Emergency Specialist will be responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions, contributing to rapid emergency response and project management.

Duties and Responsibilities:
Key responsibilities include supporting emergency preparedness through contingency planning and early warning mechanisms, contributing to rapid emergency response by conducting assessments and coordinating with partners, and managing emergency projects by monitoring and evaluating interventions. The Emergency Specialist will also be involved in resource mobilization, reporting, and integrating recovery and resilience into program planning and implementation. This role requires collaboration with government and humanitarian partners to ensure effective interventions for affected populations.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Social Science, Public Administration, Law, Public Health, Nutrition, International Relations, or Business Administration. Additionally, at least 5 years of relevant work experience in Programme Management, Planning, Monitoring and Evaluation, and Project Development is required. Skills in gender equality, information technology, and knowledge of global humanitarian issues are essential.

Educational Background:
A Master’s degree or equivalent in fields related to social sciences, public health, international relations, or business administration is mandatory for this position. This educational background is crucial for understanding the complexities of emergency management and humanitarian response.

Experience:
The position requires a minimum of 5 years of relevant work experience, particularly in Programme Management, Planning, Monitoring and Evaluation, and Project Development. Experience in emergency response management and fieldwork in humanitarian contexts is highly desirable.

Languages:
Proficiency in English and Ukrainian is required for this position. Knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is considered an asset, enhancing communication capabilities in diverse environments.
