Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director plays a crucial role under the supervision of HI’s Emergency Manager, contributing to the implementation of HI's mandate and strategy within their geographical area. This position is responsible for ensuring the quality and impact of the program's activities through effective management and oversight. The Country Director will lead program management in alignment with project objectives, ensuring sound monitoring and evaluation of project outcomes. As the legal representative of HI’s Palestine response, the Country Director is tasked with promoting a positive image of HI and ensuring compliance with budgetary and policy frameworks. The role also involves actively monitoring the context to identify risks and opportunities that may affect program implementation.

Duties and Responsibilities:
  • Management: Develop and support staff, fostering commitment and professionalism. Ensure compliance with HI's code of conduct and institutional policies. Translate the organizational strategy into operational objectives and lead necessary changes. Encourage innovation and facilitate problem resolution within the team.
  • Strategy and Steering: Define, implement, and adapt HI's strategy in the program. Responsible for fundraising and resource planning, maintaining regular contact with donors, and ensuring optimal resource allocation. Conduct partnership steering committees and design project proposals for continuity or expansion.
  • Operational Implementation: Manage security" style="border-bottom: 1px dotted #007bff !important;">security in collaboration with the Humanitarian Access and Security Manager. Ensure financial control and effective monitoring of operations, applying technical quality standards in projects. Continuously monitor and analyze developments to identify risks and implement mitigation actions.
  • Representation, Influence, and Leadership: Represent HI internally and externally, promoting a positive image. Ensure compliance with local regulations and secure necessary authorizations. Engage with local, national, and international authorities, negotiate operational partnerships, and develop external influence through strategic alliances and representation at events.

Required Qualifications:
Candidates must possess at least 5 years of experience in key management positions within international organizations, particularly in humanitarian, security, and emergency programs. Strong interpersonal and intercultural skills are essential, along with the ability to work under pressure and without constant supervision. Excellent organizational and coordination skills are required, as well as the ability to transfer knowledge effectively. Strong communication skills and a commitment to teamwork are crucial, along with the capability to travel and work in tense environments with strict security measures. Proven experience in negotiation with institutional donors, project writing, and reporting is necessary, as well as the ability to manage risks and change effectively.

Educational Background:
A relevant educational background is required, typically at least a bachelor's degree in a field related to international development, humanitarian assistance, management, or a similar discipline. Advanced degrees or specialized training in relevant areas may be preferred.

Experience:
The position requires a minimum of 5 years of experience in key management roles within international organizations, with a focus on humanitarian, security, and emergency programs. Candidates should have demonstrated experience in managing complex projects and teams in challenging environments.

Languages:
Fluency in English is mandatory for this position. Knowledge of French and Arabic would be considered a valuable asset, enhancing communication and operational effectiveness in the region.

Additional Notes:
The position is a full-time role with a 12-month international contract starting from 1st September 202
  • The contract includes social coverage adapted to the mission context, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 3000€ gross per month, depending on experience, with a per diem of 640€ net per month while in the field. Employees are entitled to 25 days of paid leave per year and additional benefits such as travel cost coverage, child allowances, and family packages for those with dependents. Housing is provided by HI.
