Job Overview: The Land Release Technical Field Manager (TFM) position is a critical role within HI's operations, particularly in high-risk, conflict-affected areas of the Middle East. The TFM will be responsible for overseeing the safe implementation of explosive hazard mitigation activities, ensuring compliance with international standards. This role requires a hands-on approach, strong technical expertise, and the ability to operate effectively in demanding conditions. The TFM will engage in various missions, including conducting explosive hazard assessments, planning and implementing explosive ordnance disposal (EOD) operations, and supporting humanitarian access operations. The position also involves coordination with humanitarian actors and stakeholders to facilitate safe access and information sharing, making it essential for the TFM to possess excellent communication and coordination skills.
Duties and Responsibilities: The duties and responsibilities of the Land Release Technical Field Manager include:
Operational Implementation: - Conducting Explosive Hazard Assessments (EHA), including survey, classification, and reporting. - Planning and implementing EOD operations in accordance with international standards. - Supporting humanitarian access operations, which involve route verification and area assessments. - Contributing to damage and debris-related safety assessments. - Participating in quality control (QC) activities to ensure operational effectiveness. - Conducting safety checks of humanitarian premises and operational sites. - Delivering explosive hazard risk awareness briefings to humanitarian personnel. - Safely identifying, marking, isolating, and reporting explosive hazards following established procedures.
Coordination & Stakeholder Engagement: - Coordinating with humanitarian actors and operational stakeholders to ensure effective collaboration. - Contributing to safe access and information-sharing mechanisms to enhance operational efficiency. - Representing technical activities at the field level when required, ensuring that the organization's objectives are met.
Required Qualifications: Candidates for the Land Release Technical Field Manager position must possess a minimum of 11 years of military, police, or mine action experience, with at least 3 years specifically in Humanitarian Mine Action. Required qualifications include: - Experience in Land Release, Non-Technical Surveys (NTS), Technical Survey (TS), and Battle Area Clearance (BAC). - A minimum of 3 years of Explosive Ordnance Disposal (EOD) experience, including single, multi, and bulk ordnance, as well as air-dropped munitions. - A demonstrated ability to work in conflict or post-conflict environments, particularly in humanitarian or stabilization contexts. - Familiarity with information management systems, such as IMSMA or equivalent, is also essential.
Educational Background: The educational background required for the Land Release Technical Field Manager position includes relevant qualifications in military or mine action disciplines. Additional Notes: The Land Release Technical Field Manager position is offered as a 4-month international contract, which is unaccompanied. The organization provides accommodation and logistics support, along with a social cover package tailored to the individual's situation. Repatriation insurance is covered by HI, and the salary is commensurate with experience.
