Job Overview:
The National Procurement Specialist position is located in the FAO Country Office in Jordan and is responsible for coordinating day-to-day procurement operations. This includes managing specialized and complex procurement processes, ensuring compliance with FAO rules and procedures, and providing guidance to clients and staff regarding procurement regulations. The role requires a proactive approach to procurement activities, including the management of procurement requests, preparation of solicitation documents, and evaluation of bids. The Procurement Specialist will also maintain supplier records, conduct market research, and ensure timely processing of procurement actions, all while supporting the overall mission of FAO in enhancing food security and agrifood systems in Jordan.

Duties and Responsibilities:
The duties and responsibilities of the National Procurement Specialist include coordinating and supporting the implementation of procurement activities in accordance with FAO rules and policies. This involves managing procurement requests, reviewing purchase requisitions for compliance, conducting local and international procurement processes, and preparing contracts and purchase orders. The Specialist will maintain supplier records, conduct market surveys, evaluate bids, and communicate procurement outcomes to bidders. Additionally, the role includes acting as secretary to the Local Procurement Committee, processing purchase orders, maintaining procurement records, and following up on procurement transactions. The Specialist will also liaise with the Logistics Unit for import and export processes and prepare monitoring reports related to procurement activities.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Logistics, Economics, Law, Public Administration, or a related field. A minimum of five years of experience in procurement support work is required, along with a working knowledge of English. Candidates must be nationals of Jordan. The position also requires thorough knowledge of procurement regulations and procedures, good knowledge of International Commercial Terms (INCOTERMS), and familiarity with ERP Procurement Modules. Certification in procurement from an internationally recognized institution is considered an asset, as is previous experience with the United Nations or other international development organizations.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Procurement, Supply Chain Management, Business Administration, Logistics, Economics, Law, or Public Administration. Higher educational qualifications must be obtained from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of five years of experience in procurement support work. This experience should demonstrate a thorough understanding of procurement processes and regulations, particularly within public or international entities. Previous experience with the United Nations, NGOs, or international development organizations is highly desirable and will be considered an asset.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the operational context of FAO in Jordan.
