Job Overview:
The Human Resources Officer (International Personnel Services) is responsible for managing various aspects of the employment cycle for international personnel within UNRWA. This includes ensuring that all employment documentation is processed accurately and timely, which is crucial for maintaining up-to-date client employment statuses. The officer will prepare and distribute employment documents such as appointment letters, contract extensions, and separation letters, while also verifying the accuracy of information during onboarding and prior to separation. The role requires maintaining organized records both physically and digitally, ensuring compliance with staff regulations and directives, and assisting in payroll and ERP-related matters. The officer will also be responsible for providing client services throughout the employee lifecycle, monitoring attendance and leave records, and preparing reports for management and audit purposes. This position demands a proactive approach to problem-solving and effective communication with various stakeholders to ensure smooth HR operations.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include:
  • Preparing, following up, and distributing employment documents such as offers of appointment, letters of appointment, contract extensions, and separation letters.
  • Contacting clients during onboarding and prior to separation to verify information and address any concerns.
  • Ensuring proper placement of employment documents in the Official Status File (OSF) and maintaining digital records on SharePoint.
  • Assisting the Senior Human Resources Officer in administering personnel entitlements and ensuring compliance with relevant regulations.
  • Managing payroll and ERP-related matters, including data entry for HRM and payroll systems to meet deadlines.
  • Preparing and distributing Agency-wide international personnel data and reports for various stakeholders.
  • Monitoring compliance with ePERs for international staff and maintaining accurate staff information.
  • Providing client services throughout the employee lifecycle, coordinating with various departments and agencies.
  • Monitoring and administering attendance and leave records, including updating Annual Attendance Record Cards. 1
  • Acting as a backup for counterparts and performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in human resources management, public or business administration, or a related field. Additionally, candidates are required to have at least four years of progressively responsible experience in personnel management, including experience in entitlements administration and client services within a governmental, international, or large commercial organization. A strong understanding of UNRWA’s Staff Rules and Regulations, as well as knowledge of ICSC/UN policies governing salaries and benefits, is highly desirable. Familiarity with HRM systems and the ability to interpret policies into cost calculations are also beneficial. Candidates should demonstrate excellent communication skills and the ability to work effectively under pressure.

Educational Background:
The educational background required for this position includes a university degree from an accredited educational institution in human resources management, public or business administration, or a related field. This educational foundation is essential for understanding the complexities of personnel management and the specific regulations governing the employment of international staff within UNRWA.

Experience:
Candidates are required to have a minimum of four years of progressively responsible relevant experience in personnel management. This experience should include a focus on entitlements administration and servicing in a governmental, international, or large commercial organization. The role also requires a demonstrated ability to provide effective client services throughout the employee lifecycle, from onboarding to separation.

Languages:
The mandatory language requirements for this position include an excellent command of spoken and written English, as well as proficiency in Arabic. Candidates must demonstrate their language skills at UN Level III, which indicates a high level of proficiency in reading, writing, listening, and speaking. Knowledge of French is considered an asset but is not mandatory for this position.

Additional Notes:
This position is a Fixed Term Appointment for one year, with a one-year probation period and the possibility of extension based on performance and funding availability. The monthly basic salary for this position is JD 919.800 fils, which may be subject to a reduced work schedule. Additional benefits include a monthly Provident Fund contribution of 15.4% of the basic salary, compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. The position is based at UNRWA Headquarters in Amman, Jordan, and candidates must be residing in Jordan and authorized to work in the duty station at the time of application. The agency does not provide relocation costs, and preference will be given to registered Palestine refugees and candidates who assist in achieving gender parity within the organization.
