Job Overview:
The Regional Technical, Evidence and Learning Director (TEQ) is a pivotal leadership role within the MENA/Europe and Asia Regional Program Team. This position is responsible for providing strategic direction and managing the day-to-day operations of the region's Technical Advisors, which encompass areas such as Water and Climate, Economic Opportunities, Social Integration, Monitoring Evaluation and Learning (MEL), and Program Standards. The TEQ Director will ensure effective coordination and delivery of technical services to country teams across the humanitarian-development-peace nexus. This role also involves collaboration with global TEQ and other regional teams to maintain strategic coherence and provide well-coordinated support. In addition to overseeing technical, learning, and quality aspects, the TEQ Director will play an active role in business development and external representation, supporting prepositioning efforts across both regions and representing Mercy Corps in donor meetings and other external forums. The TEQ Director is expected to foster collaboration, promote technical excellence, and implement systems that ensure high-impact programming across the MENA/Europe and Asia regions.

Duties and Responsibilities:
The TEQ Director will be responsible for several key areas:
  • Strategy & Vision: Support the development and implementation of a compelling regional technical and evidence strategy aligned with the P2P framework, collaborating closely with regional and country teams.
  • Team Leadership & Management: Supervise the Regional Technical Advisors and create a cohesive, high-performing technical team that delivers timely and quality support to country teams.
  • Program Support & Quality: Ensure country teams have access to technical support and resources to deliver quality programs, adhering to minimum program management standards and best practices.
  • Program Development, Design, and Implementation: Work with global, regional, and country teams on new business opportunities requiring strong technical leadership and support the development of evidence-based proposals.
  • Prepositioning, Business Development & Representation: Engage actively in prepositioning efforts, represent Mercy Corps in various forums, and build strategic relationships with donors and partners.
  • Evidence and Learning: Oversee MEL technical support and promote the integration of evidence in program design and decision-making.
  • Systems & Planning: Develop internal systems for tracking technical support requests and maintain a detailed planning system for resource allocation.
  • Representation & Coordination: Ensure program coordination and information sharing within and between teams to maximize efficiency and cross-learning.
  • Safeguarding Responsibilities: Integrate safeguarding principles into work and promote a culture of respect and dignity.

Required Qualifications:
Candidates must possess a detailed understanding of finance, operations, and administration mechanisms that support grant/project implementation. They should demonstrate strategic thinking and problem-solving abilities at an organizational level, along with confident communication skills applicable to donor relations and inter-agency coordination. The ability to manage multiple issues simultaneously, particularly in emergency situations, is essential. Candidates should also have a strong commitment to safeguarding principles and practices.

Educational Background:
A BA/BS or equivalent in international development, political or social science, public administration, or business management is required, with an MA preferred. Candidates should have at least 7 years of field experience in senior management related to technical support and advisory roles, as well as direct program development and implementation experience.

Experience:
Candidates should have direct experience managing and supervising large, geographically dispersed teams, along with a demonstrated ability to mentor and develop team members. They should also have experience in technical and/or evidence generation in one of Mercy Corps' outcome areas and familiarity with donor grant and financial management requirements.

Languages:
Fluency in written and spoken English is required, while proficiency in Arabic or another language spoken in the region is considered an asset.

Additional Notes:
The role is open to both national and international candidates, with a preference for applicants based within the MENA or Asia region. Remote work is possible for candidates located within -2 hours to +1 hour from Amman, Jordan to Bangkok, Thailand (GMT+1 to GMT+7). The position requires up to 30% travel to the region, including potentially insecure locations. Mercy Corps emphasizes ongoing learning, allowing team members to dedicate 5% of their time to personal and professional growth activities.
