Job Overview: The EU Reporting and Compliance Associate will be stationed at the UNODC Brussels Liaison Office (BRULO) and will play a crucial role in supporting EU-funded UNODC programmes. This position involves ensuring compliance with EU contractual and reporting requirements, as well as UNODC internal rules and procedures related to EU funding. The associate will provide technical assistance and first-line support to various UNODC programmes, helping them navigate the complexities of EU funding and compliance. The role requires a proactive approach to maintaining data on EU-funded projects, preparing briefings, and coordinating with different services within UNODC to ensure smooth operations. Additionally, the associate will assist in the development of training initiatives and tools to enhance compliance and support project staff.
Duties and Responsibilities: The duties and responsibilities of the EU Reporting and Compliance Associate include: (i) Providing first-line support and technical assistance to EU-funded UNODC programmes to ensure compliance with EU contractual requirements and the EU-UN Financial and Administrative Framework Agreement (FAFA); (ii) Reviewing compliance of UNODC narrative reports, payment requests, contractual documents, amendment requests, and visibility materials; (iii) Coordinating support provided to UNODC programmes with the Financial Resources Management Service on staffing, financial, and other relevant issues; (iv) Maintaining data on EU-funded projects and reporting; (v) Preparing regular briefings and updates on EU funding for internal and external use; (vi) Assisting in the regular review and further development of the BRULO SharePoint site and related tools for project staff; (vii) Supporting monitoring of developments in EU contractual requirements and UNODC compliance; (viii) Organizing training to support EU compliance and project events and meetings in Brussels; (ix) Performing any other related tasks as assigned by the supervisor or the Representative of the Brussels Liaison Office.
Required Qualifications: The position requires a strong understanding of EU funding mechanisms and compliance requirements. Candidates should possess excellent analytical skills, attention to detail, and the ability to work collaboratively in a multicultural environment. Proficiency in project management and reporting is essential, along with strong communication skills to effectively liaise with various stakeholders. Familiarity with UNODC's internal procedures and EU-UN agreements will be an advantage. Candidates should demonstrate a commitment to the values and mission of the UNODC.
Educational Background: A bachelor's degree in a relevant field such as international relations, public administration, law, or a related discipline is required. A master's degree would be an asset and may enhance the candidate's qualifications for the role. Educational qualifications should reflect a solid understanding of international governance, compliance frameworks, and project management principles.
Experience: Candidates should have a minimum of 2-3 years of relevant experience in project management, compliance, or reporting, preferably within an international organization or a governmental agency. Experience working with EU funding mechanisms and understanding of the EU-UN FAFA is highly desirable. Familiarity with the UN system and its operational procedures will be beneficial for this role.
Languages: Fluency in English is mandatory, while proficiency in French or Dutch is considered an asset. Knowledge of additional languages relevant to the UN's work may also be advantageous, as it enhances communication with diverse stakeholders and partners.
Additional Notes: This position is a UN Volunteer role, which means that it is not a paid position in the traditional sense. Instead, UN Volunteers receive allowances and entitlements to support their living standards while serving. The monthly living allowance is approximately USD 2301.75, with an entry lump sum of USD 3500 and an exit allowance of USD 225 for each month served upon completion of the contract. Medical and life insurance is provided through Cigna Private Insurance. Leave entitlements include annual leave of 2.5 days accrued per calendar month, up to 30 days of certified sick leave, and learning leave of 10 working days per consecutive 12 months. Maternity and paternity leave are also available. The position is based in Brussels, Belgium, which offers a high standard of living and a vibrant international community.
