Job Overview:
The Governance and Justice Communications Specialist will play a crucial role in providing centralized communications support across all work packages of the EU4BARMM initiative. This position requires the specialist to ensure that all communications are consistent and technically accurate, particularly in relation to tri-justice content. The specialist will be responsible for the high-quality delivery of strategic communications, knowledge products, visibility materials, and community awareness outputs. The role is essential for supporting the program's objectives, contributing to the SDGs, and fulfilling donor requirements. The specialist will work closely with various stakeholders to develop and implement communication strategies that effectively convey the program's goals and achievements, ensuring that all messaging resonates with the target audiences and aligns with the overall mission of the organization.

Duties and Responsibilities:
  • Develop and implement comprehensive communication strategies for the EU4BARMM initiative, ensuring alignment with program objectives and donor requirements.
  • Create high-quality communication materials, including reports, briefs, and visibility products that effectively convey the program's messages.
  • Collaborate with program teams to gather information and insights that inform communication efforts and enhance the visibility of the initiative.
  • Ensure consistency in messaging across all communication channels and materials, maintaining technical accuracy in the representation of tri-justice content.
  • Facilitate community awareness campaigns to promote understanding and engagement with the program's objectives and activities.
  • Monitor and evaluate the effectiveness of communication strategies and materials, making adjustments as necessary to improve impact.
  • Liaise with external stakeholders, including donors and partners, to ensure effective communication and reporting on program progress and achievements.
  • Provide training and support to program staff on communication best practices and tools.

Required Qualifications:
  • Proven experience in communications, public relations, or a related field, with a focus on governance and justice issues.
  • Strong understanding of communication strategies and techniques, particularly in the context of development programs.
  • Excellent writing and editing skills, with the ability to produce clear and compelling communication materials.
  • Experience in working with diverse stakeholders, including government agencies, NGOs, and community organizations.
  • Ability to work independently and manage multiple tasks effectively in a remote work environment.
  • Strong analytical and problem-solving skills, with attention to detail and a commitment to quality.

Educational Background:
A bachelor's degree in communications, public relations, international relations, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset.

Experience:
A minimum of 5 years of professional experience in communications, with a focus on governance and justice issues. Experience working in a development context, particularly in relation to EU-funded programs, is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in additional languages relevant to the region, such as Filipino or Arabic, is considered an asset and would be advantageous for the role.

Additional Notes:
This position is a mid-level role with a contract duration of twelve (12) months, allowing for a maximum of 100 working days. There is a possibility of extension based on organizational needs, availability of funds, and satisfactory performance. The position is home-based, allowing for remote work, which provides flexibility in managing work-life balance.
