The UNODC Regional Office for South Asia (UNODC ROSA), based in New Delhi, India, oversees operations in six countries: Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. The office is currently implementing its Regional Programme for South Asia for the years 2024-2028, which focuses on delivering technical assistance across five key sub-programmes: addressing the global drug problem, countering organized crime, preventing corruption and economic crime, combating terrorism, and enhancing crime prevention and criminal justice.

Job Overview:
The position involves working as an Online Volunteer under the supervision of the National Programme Officer (Finance & Operations) and the overall guidance of the Regional Representative or Deputy Representative. The primary goal is to assist in the development of a centralized digital tracking tool aimed at improving operational efficiency and transparency within the UNODC Regional Office for South Asia. This tool will facilitate the monitoring and management of various financial requests, which currently face challenges such as fragmented tracking, limited visibility on request statuses, and delays in processing. The Online Volunteer will engage in need assessments, workflow mapping, requirements gathering, and system design support to ensure that the digital platform meets the operational needs of the office.

Duties and Responsibilities:
The Online Volunteer will be responsible for several key tasks:
  • Need Assessment for System Design: Conduct assessments to understand the requirements for the digital tracking tool.
  • Workflow Mapping: Collaborate with relevant UNODC units to map existing workflows for different financial requests through virtual consultations.
  • Requirements Gathering: Identify and document system requirements based on user roles and approval hierarchies.
  • System Design Support: Assist in developing a functional design and system architecture for the tracking tool.
  • Development of Digital Platform and Dashboard: Design and develop a digital platform that includes a request submission interface, automated workflows, status tracking with unique IDs, user access controls, and security" style="border-bottom: 1px dotted #007bff !important;">security features.
  • Dashboard and Reporting Features: Create a real-time dashboard for monitoring request statuses and timelines, including filtering options and report generation capabilities.
  • Testing and Deployment: Conduct user testing to gather feedback and refine the tool based on end-user insights.
  • Documentation and Training: Prepare user manuals and technical documentation, conduct training sessions for users, and support the initial implementation and troubleshooting of the tool.

Required Qualifications:
Candidates should possess strong analytical skills, experience in system design and development, and familiarity with financial processes. Proficiency in project management and the ability to work collaboratively with diverse teams are essential. Additionally, candidates should demonstrate a commitment to the values and principles of the United Nations.

Educational Background:
A background in finance, information technology, or a related field is preferred. Candidates with degrees in computer science, business administration, or public administration may find this position particularly suitable. Relevant certifications in project management or system design would be advantageous.

Experience:
Candidates should have prior experience in developing digital tools or platforms, particularly in a financial context. Experience working with international organizations or in a governmental setting is highly desirable. Familiarity with UN processes and procedures would be a significant asset.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of additional languages, particularly those spoken in South Asia, would be considered a plus, enhancing the candidate's ability to engage with diverse stakeholders.
