Job Overview: The Associate Civic Engagement Officer position is designed to provide project support to UNSMIL in implementing workshops and outreach initiatives across various municipalities in Libya. The successful candidate will work under the guidance of UNSMIL’s Chief of Public Information and Communications and will collaborate closely with the Public Information Officer and other project members. The role emphasizes a client-oriented, quality-focused approach, ensuring that the services provided align with UNSMIL's rules and donor requirements. The officer will be instrumental in promoting civic engagement and facilitating public participation in the political process, particularly through the Structured Dialogue initiative. This position requires a proactive approach to building partnerships with local authorities, civil society organizations, and community leaders to enhance outreach efforts and support the political roadmap's implementation. The officer will also be responsible for organizing and facilitating community consultations and workshops, capturing diverse stakeholder perspectives, and ensuring that these insights are integrated into the political dialogue.
Duties and Responsibilities: The Associate Civic Engagement Officer will have a comprehensive set of responsibilities, including:
Supporting the implementation of a civic engagement project across up to 10 municipalities in Libya, aimed at increasing public participation in the Structured Dialogue and facilitating the political roadmap's execution.
Building and maintaining partnerships with municipal authorities, community leaders, civil society organizations, and both local and international partners to enhance outreach and localization of the political process.
Organizing and facilitating meetings, workshops, and community consultations in various municipalities to engage stakeholders and gather their recommendations and perspectives.
Coordinating missions to municipalities across Libya, including planning, travel arrangements, security coordination, and operational support before, during, and after field visits.
Providing timely and factual reports on civic outreach projects and peace activities within the area of responsibility, including daily, weekly, and monthly updates.
Drafting reports and providing regular updates on civic outreach activities, community feedback, and relevant developments.
Producing communications materials in both Arabic and English to support the Mission’s mandate, including social media content, human interest stories, media advisories, and contributions to digital communication campaigns.
Monitoring and analyzing current events, public opinion, and media coverage related to the political process, identifying emerging issues and trends, and preparing briefing notes or recommendations for Mission leadership.
Ensuring compliance with UNSMIL administrative requirements, including the completion of mandatory trainings. 1

Required Qualifications: Candidates for the Associate Civic Engagement Officer position should possess a strong set of qualifications, including:
Proven experience in project management, particularly in civic engagement or political processes.
Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
Demonstrated ability to work collaboratively in a team environment and to build partnerships with various organizations and community leaders.

Educational Background: The educational background required for the Associate Civic Engagement Officer position includes:
A master’s degree in a relevant discipline is preferred but not mandatory.
Additional training or certifications in project management, civic engagement, or related areas will be considered an asset.
Experience: Candidates should have a minimum of 2-3 years of relevant experience in project management, civic engagement, or related fields. Experience working with international organizations, NGOs, or governmental bodies in Libya or similar contexts is highly desirable. Familiarity with the political and social dynamics of Libya will be an advantage.
Languages: The mandatory languages for this position are Arabic and English, with proficiency in both required for effective communication and reporting.
