Job Overview: The Performance Monitoring Officer will play a critical role in the Quality Management, Data Review and Fusion Unit within the International Data Centre Division (IDC) of the CTBTO. This position is responsible for developing, maintaining, and reviewing key performance indicators (KPIs) and monitoring frameworks that assess the performance, quality, and efficiency of divisional systems, processes, products, and services. The officer will design and implement performance monitoring methodologies in collaboration with various sections across the Provisional Technical Secretariat (PTS) to evaluate the quality, completeness, and timeliness of data and services provided by the division. The role requires analyzing performance data and operational trends to identify gaps and improvement opportunities, advising on validation and acceptance testing of systems, and promoting the implementation of the PTS Quality Management System. The officer will also contribute to the development of technical documentation and prepare performance monitoring reports for management and stakeholders. This position demands a proactive approach to knowledge sharing, training, and guidance related to performance monitoring methodologies and quality management practices, ensuring continuous improvement within the division.
Duties and Responsibilities: The Performance Monitoring Officer will be responsible for the following duties:
Develop, maintain, and review key performance indicators (KPIs) and monitoring frameworks to assess the performance, quality, and efficiency of divisional systems, processes, products, and services.
Design and implement performance monitoring and testing methodologies in collaboration with other sections across the Provisional Technical Secretariat (PTS) to evaluate the quality, completeness, and timeliness of data, products, and services rendered by the division.
Analyze performance data and operational trends to identify gaps, inconsistencies, and improvement opportunities in divisional processes, workflows, and operational practices, providing recommendations to management for corrective and preventive actions.
Advise and support the validation and acceptance testing of the IDC, ensuring operational readiness of systems, products, and services as part of progressive commissioning.
Promote and support the implementation of the PTS Quality Management System, ensuring alignment with established policies, procedures, and internationally recognized standards.
Contribute to the development, review, and maintenance of technical documentation, including operational manuals, procedures, and test plans.
Prepare technical analyses, performance monitoring reports, and briefing materials for divisional management and relevant stakeholders.
Coordinate with other divisions and external stakeholders, including States Signatories, to support performance monitoring, testing activities, and validation results.
Contribute to knowledge sharing, training, and guidance related to performance monitoring methodologies and quality management practices. 1
Perform other duties as assigned by the Director of the IDC.
Required Qualifications: Candidates must possess an advanced university degree in physics, geophysics, or a related field. Additionally, they should have at least 7 years of relevant working experience in the field of geophysical science or nuclear physics, with a portion of this experience gained in an international environment. Strong communication skills in a multicultural setting are essential, as well as the ability to work collaboratively with diverse teams.
