Job Overview: The position of Auxiliar de Enlace Comunitario is crucial for supporting the World Food Programme's initiatives aimed at enhancing the resilience of communities in the Amazon region of Colombia. The role involves working closely with local communities, particularly indigenous and rural populations, to assess and improve their access to safe water and sanitation services. The Auxiliar will be responsible for conducting technical and functional diagnostics of community water and sanitation systems, identifying gaps in service delivery, and supporting the development of community capacities for operation and maintenance. This position requires a proactive approach to community engagement, ensuring that local knowledge and traditional practices are integrated into project implementation. The Auxiliar will also play a key role in promoting gender inclusivity and addressing the specific needs of women, girls, and youth in the context of climate change adaptation and food security. The successful candidate will report to the Resilience and Climate Change Officer and will collaborate with various stakeholders to ensure the effective execution of the project objectives.
Duties and Responsibilities:
Act as a technical liaison with territorial entities, facilitating the implementation of adaptation measures and resilience strategies.
Participate in community spaces and technical territorial tables (environmental, agro-climatic, indigenous), articulating actions with local actors and integrating traditional knowledge.
Support the collection, systematization, and analysis of field information necessary for monitoring and evaluation as established in the project results framework, and prepare monthly technical reports.
Conduct field monitoring of the technical and operational performance of partners, verifying compliance with standards, timelines, and quality of interventions.
Support the strengthening of water committees and community structures.
Analyze local capacities for operation and maintenance, proposing practical adjustments to community management models.
Gather field information on water and sanitation systems in prioritized communities, including sources of supply and access conditions.
Evaluate the physical and functional state of existing infrastructure (collection, treatment, storage, and distribution), creating an inventory of functional and non-functional assets.
Verify conditions of availability, quantity, and quality of water, identifying operational risks and service gaps. 1
Identify sanitation gaps related to excreta disposal, wastewater management, and solid waste. 1
Provide technical inputs for the contracting and supervision of implementing partners. 1
Consolidate technical field reports with findings, early warnings, and viable technical recommendations. 1
Perform other technical activities related to the position within the framework of the operations of field offices and the delegations of the assigned supervisor.
Required Qualifications: Minimum requirements include completion of secondary education. A technical, technological, or professional degree in environmental engineering, sanitary engineering, civil engineering, water resources management, environmental management, agricultural sciences, or related fields is desirable. Additional training in community water management, rural sanitation, nature-based solutions, or agroecology is also preferred. Candidates should demonstrate a strong understanding of community engagement and participatory approaches in project implementation.
Educational Background: Candidates must have completed at least secondary education, with a preference for those holding a technical or professional degree in relevant fields such as environmental engineering, sanitary engineering, civil engineering, water resources management, or agricultural sciences. Additional qualifications in community water management or related areas are advantageous.
Experience: A minimum of three years of field experience in rural water and sanitation projects, community development, or environmental management is required. Specific experience should include basic evaluation of water systems (collection, storage, treatment, and distribution), working with rural or indigenous communities, supporting water committees or community organizations, and technical oversight of minor infrastructure works. Experience in sustainabledevelopment projects, agroecological practices, and technical report writing is also essential. Candidates should demonstrate the ability to work in rural areas and challenging environments, with strong community facilitation skills and intercultural sensitivity.
Languages: Fluency in both oral and written Spanish is mandatory. Knowledge of local languages is desirable and would be considered an asset for effective communication with community members.
Additional Notes: This position is offered under a Service Contract for a duration of six months, with the possibility of extension based on project needs and performance. The role is classified at the SC-L3 level, indicating a mid-level position within the organization.
