Job Overview: The Finance Assistant will play a crucial role in supporting the implementation of the Youth Fellowship Programme and youth initiatives under the Ministry of Youth, Sport and Arts (MYSA). This position requires ensuring compliance with UNDP Standard Operating Procedures (SOPs) in financial processes, maintaining accurate financial records, and managing supporting documents such as invoices and delivery notes. The Finance Assistant will prepare financial reports for non-development projects, monitor fund utilization, and maintain an organized filing system for financial documentation. Additionally, the role involves maintaining an internal expenditure control system, providing timely information on financial resources, and supporting the review and preparation of programme documentation. The Finance Assistant will also contribute to the development of concept notes and project proposal budgets, as well as assist in organizing budgets for youth-related events. This position demands a proactive approach to financial management and a commitment to supporting youth empowerment initiatives.
Duties and Responsibilities: The Finance Assistant will be responsible for the following duties:
Support the implementation of the Youth Fellowship Programme and youth initiatives under MYSA.
Ensure compliance with UNDP Standard Operating Procedures (SOPs) in financial processes.
Maintain accurate and up-to-date financial records.
Manage supporting documents such as invoices and delivery notes.
Prepare financial reports for non-development projects and monitor fund utilization and budget balances.
Organize and maintain an efficient filing system for financial records and documentation, including archiving.
Maintain an internal expenditure control system to ensure processed invoices are properly matched and complete.
Accurately record transactions and process travel claims and other entitlements.
Provide timely and accurate information on the status of financial resources as required. 1
Take corrective action on unposted invoices, including those with validation errors or pending approvals. 1
Support the review and preparation of programme documentation in coordination with relevant team members. 1
Contribute to the development of concept notes and project proposal budgets. 1
Assist in coordinating and organizing budgets for youth-related events. 1
Perform any other duties as assigned.
Required Qualifications: The ideal candidate for the Finance Assistant position should possess strong financial management skills and a thorough understanding of UNDP financial procedures. Candidates should demonstrate accountability, adaptability, creativity, judgment, decision-making, professionalism, and self-management. Attention to detail and the ability to work collaboratively in a team environment are essential. The candidate should also have strong organizational skills and the ability to manage multiple tasks effectively.
Educational Background: Candidates should have a degree in finance, accounting, business administration, or a related field. A professional qualification in accounting (such as ACCA, CPA, or equivalent) is highly desirable. Knowledge of financial management principles and practices, as well as familiarity with UNDP financial systems, will be an advantage.
Experience: Candidates should have a minimum of 2 years of relevant experience in finance or accounting, preferably within an international organization or development context. Experience in financial reporting, budget monitoring, and compliance with financial procedures is essential. Familiarity with youth development programs or initiatives will be considered an asset.
Languages: Fluency in English is mandatory, as it is the working language of UNDP. Knowledge of local languages spoken in Zambia would be an advantage but is not mandatory.
Additional Notes: This position is based in Lusaka, Zambia, and may require occasional travel within the country. The role is full-time, and the contract duration will be determined based on project needs and funding availability. The Finance Assistant will be part of a dynamic team working towards youth empowerment and development initiatives in Zambia.
