Job Overview: The National Consultant for the Development of the Revised National Evaluation Policy Framework (NEPF) Operations Manual will play a crucial role in enhancing the evaluation processes within the Philippine government. This position requires the consultant to work under the guidance of the DEPDev Investment Programming Group (IPG) and in coordination with the Monitoring and Evaluation Staff (MES). The consultant will be responsible for developing a comprehensive Operations Manual that aligns with the directives of the NEPF Steering and Technical Committees. The role involves conducting a structured desk review of relevant policies and operational references, preparing an Inception Plan, drafting the Operations Manual, and facilitating validation sessions with stakeholders. The consultant will ensure that the manual provides clear operational and procedural guidance for implementing the Revised NEPF, including governance arrangements, evaluation agendas, and monitoring and reporting processes.
Duties and Responsibilities: The consultant's duties and responsibilities include conducting a desk review of key policy documents, preparing an Inception Plan that outlines the approach and expectations for the manual, drafting the Revised NEPF Operations Manual based on stakeholder consultations, facilitating validation sessions, and finalizing the manual for approval. Specific tasks include conducting a gap analysis, proposing methodological approaches, coordinating consultation sessions, documenting inputs from stakeholders, and ensuring that the final manual is print-ready and includes necessary supporting documents such as an Executive Summary and a presentation deck for agency orientation.
Required Qualifications: Candidates must possess at least a master's degree in relevant fields such as economics, development evaluation, public administration, or social sciences. They should have a minimum of five years of demonstrated experience in monitoring, evaluation, accountability, and learning (MEAL) of development programs, as well as experience in developing policy or operational documents for public institutions. Familiarity with Philippine government processes and inter-agency coordination is advantageous, along with a proven track record of preparing operations manuals or procedural guidelines at the national or regional level.
Educational Background: The educational background required for this position includes a master's degree in fields related to economics, development evaluation, public administration, public policy, social sciences, or organizational communication. This advanced education is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively contribute to the development of the Revised NEPF Operations Manual.
Experience: The position requires at least five years of relevant experience in monitoring and evaluation, particularly in the context of development or government programs. Candidates should have experience in developing policy documents or operational guidelines, and it is preferred that they have worked with Philippine government institutions to understand the public sector's evaluation processes. Additionally, having completed at least two operations manuals or similar documents for government agencies is a significant advantage.
Languages: Proficiency in English and Filipino is mandatory for this position. These language skills are essential for effective communication with stakeholders, conducting consultations, and preparing documentation. Knowledge of additional languages may be considered an asset but is not required.
