Job Overview: The National Consultant for Justice Diagnostic will be responsible for conducting field research that includes data collection, performance assessment of the Central Administration of Justice (CAJ), mapping of justice interfaces, and inventorying Alternative Dispute Resolution (ADR) and Restorative Justice (RJ) practices. This role is crucial for understanding the current state of the justice system in Guinea-Bissau and identifying areas for improvement. The consultant will work closely with local stakeholders and will be expected to provide insights that will inform policy recommendations and enhance the effectiveness of justice delivery in the country. The assignment is expected to last for 80 working days over a period of 6 months, during which the consultant will engage in various activities aimed at gathering comprehensive data and analyzing the justice landscape.
Duties and Responsibilities:
Conduct field data collection through interviews, surveys, and focus group discussions with relevant stakeholders in the justice sector.
Assess the performance of the Central Administration of Justice (CAJ) by analyzing existing data and collecting new information.
Map the interfaces between different components of the justice system, including courts, law enforcement, and community-based justice mechanisms.
Inventory existing Alternative Dispute Resolution (ADR) and Restorative Justice (RJ) practices to understand their effectiveness and reach.
Prepare detailed reports on findings, including recommendations for improving the justice system.
Collaborate with local partners and stakeholders to ensure the relevance and accuracy of the data collected.
Present findings to UNDP and other relevant stakeholders, facilitating discussions on potential reforms and interventions.
Ensure compliance with ethical standards and confidentiality during the research process.
Required Qualifications:
Advanced degree in law, social sciences, or a related field.
Proven experience in conducting qualitative and quantitative research, particularly in the justice sector.
Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Familiarity with the justice system in Guinea-Bissau or similar contexts is highly desirable.
Excellent communication skills, both written and verbal, in English and Portuguese.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in law, social sciences, or a related field. A PhD is an advantage but not mandatory. Relevant certifications in research methodologies or project management will also be considered beneficial.
Experience: The position requires a minimum of 5 years of professional experience in research, particularly in the field of justice, governance, or human rights. Experience working with international organizations, NGOs, or governmental bodies in Guinea-Bissau or similar environments is preferred. Demonstrated experience in conducting field research and engaging with diverse stakeholders is essential.
Languages: Fluency in English and Portuguese is mandatory. Knowledge of additional local languages spoken in Guinea-Bissau is considered an asset, as it may facilitate communication with local stakeholders and enhance the quality of data collection.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is for 80 working days within a 6-month period. The consultant is expected to work flexibly and may need to travel within Guinea-Bissau as required for field research. The position is part-time, and the consultant will be compensated based on the agreed contract terms.
