Job Overview: The Finance and Management Services Officer will play a crucial role in leading the Finance and Management Services Division (MSD) within the WFP Country Office in Bissau, Guinea-Bissau. This position involves overseeing financial management, resource allocation, and administrative services to ensure that WFP's operations are efficient and effective. The officer will be responsible for implementing financial strategies, managing budgets, and ensuring compliance with WFP policies and procedures. The role requires a proactive approach to problem-solving and the ability to adapt to emerging financial management practices and technologies. The officer will also be involved in capacity building for unit staff and will represent WFP in various operational UN coordination meetings, contributing to the overall effectiveness of operations and optimization of WFP resources.
Duties and Responsibilities: The Finance and Management Services Officer will have a wide range of responsibilities, including but not limited to: managing corporate finance and resource management strategies; analyzing and reporting on financial data; monitoring and analyzing budgets for projects; performing bank reconciliations and cash management; delivering financial controls and insights into WFP performance; guiding and supervising junior staff; contributing to administrative processes aligned with WFP strategies; ensuring compliance with corporate policies; facilitating the implementation of WFP ICT-related policies; and supporting the capacity building of WFP staff and partners. The officer will also coordinate responses to audits and oversight recommendations, ensuring accountability across functional units and preparing comprehensive reports on compliance and internal controls.
Required Qualifications: Candidates must possess an advanced university degree in Finance, Business Administration, Accounting, or a related field. Alternatively, a first university degree in the same subjects combined with additional years of relevant work experience and membership in an internationally recognized professional accountancy body (such as ACCA or CPA) is acceptable. The role requires a strong theoretical understanding of finance, ICT, and administrative topics, as well as the ability to analyze financial information and guide colleagues in adhering to WFP's financial rules and regulations. Technical knowledge in accounting and internal control processes is essential, along with the ability to provide direction and instruction to junior staff members.
Educational Background: An advanced university degree in a relevant subject such as Finance, Business Administration, or Accounting is required. Alternatively, a first university degree in the same subjects with additional years of related work experience and membership in a recognized professional accountancy body is acceptable. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.
Experience: Candidates should have at least 5 years of progressively responsible experience in a finance role, with proven experience in overseeing an administration unit or other support functions. This level of experience is crucial for managing the complexities of financial operations and ensuring compliance with WFP policies and procedures. The candidate should also have experience in analyzing financial data and providing insights for decision-making.
Languages: Fluency in English and Portuguese is mandatory, with a level C proficiency required. Knowledge of French is considered an asset, as it may enhance communication and collaboration with various stakeholders within the organization and in the region.
Additional Notes: This position is a fixed-term contract at the National Professional Officer level A - NOA, with a duration of 12 months, which is renewable based on performance and organizational needs.
