Job Overview:
The Programme Analyst will work under the guidance of the Representative and the direct supervision of the Assistant Representative, collaborating closely with the Reproductive & Maternal Health cluster and the Gender & Rights cluster. This role is pivotal in supporting the effective management of UNFPA activities related to adolescents and youth reproductive health and rights, as well as the demographic dividend. The analyst will engage in substantive analysis and assessment of political, social, and economic trends to contribute to project formulation and monitoring, ensuring alignment with national development frameworks. The position requires a proactive approach to monitoring results achieved during implementation, guiding the application of systems and procedures, and developing enhancements as necessary. The Programme Analyst will play a crucial role in advocating for youth empowerment and reproductive health initiatives, ensuring that UNFPA's strategic commitments are met in the Decade of Action leading up to 2030.

Duties and Responsibilities:

• Analysis and Environment Scanning: Analyze and interpret the political, social, and economic environment relevant to UNFPA activities related to AYRH, HIV/AIDS, and overall youth development. Identify opportunities for UNFPA assistance and intervention, review policy papers, strategy documents, and national development plans, and prepare analytical briefs for policy dialogue.
• Programme Design and Implementation: Collaborate with government counterparts, UN agencies, civil society, and development partners to design the country programme and its component projects. Support the negotiation of annual work plans with implementing partners and monitor implementation to ensure quality project delivery.
• Implementation, Monitoring and Evaluation, Reporting: Analyze progress of activities in AYRH and Demographic Dividend, monitor project expenditures, and prepare quarterly and annual result-based reports.
• Knowledge Management and Innovation: Analyze programs and strategies, identify best practices, and contribute innovative ideas for youth empowerment.
• Advocacy, Communication and Partnership: Support advocacy and resource mobilization strategies, prepare relevant documentation, and contribute to the establishment of mechanisms for psychological and social support related to the AYRH programme.

Required Qualifications:
The position requires a Master's degree or an advanced degree in peace studies, gender, public health with specialization in reproductive health, social sciences, or related fields. Candidates should have at least three years of professional experience in reproductive health, youth empowerment, peacebuilding, or human rights. A proven track record of working with youth organizations, experience in project design and management, and familiarity with policy analysis and advocacy for youth and women empowerment are essential. Knowledge of the Youth-Peace-security" style="border-bottom: 1px dotted #007bff !important;">Security agenda is an added advantage, along with experience working with government counterparts, UN agencies, NGOs, and development partners.

Educational Background:
Candidates must possess a Master's degree or an advanced degree in relevant fields such as peace studies, gender studies, public health with a specialization in reproductive health, social sciences, or other related areas. This educational background is crucial for understanding the complexities of reproductive health and rights, as well as the socio-economic factors affecting youth development.

Experience:
The position requires a minimum of three years of professional experience in areas related to reproductive health, youth empowerment, peacebuilding, or human rights. Candidates should demonstrate a solid background in project design and management, particularly in youth programming and reproductive health initiatives. Experience in policy analysis and advocacy for youth and women's empowerment in the context of sustainable development is also necessary.

Languages:
Fluency in Portuguese is required, with excellent oral and written communication skills. A working knowledge of English and/or French is considered an added advantage, as it may facilitate communication with international partners and stakeholders.
