Job Overview:
The Project Manager for the TEI/EU Support to INASA is tasked with overseeing the planning, organization, and execution of the project from initiation to closure. This role requires a comprehensive understanding of project management principles, including planning, implementation, monitoring, and control. The Project Manager will ensure that project outputs align with the goals of the Strategic Advisory Committee and are delivered within the agreed parameters of time, cost, scope, quality, risk, and benefits. The position involves coordinating with donors, partners, and beneficiaries to ensure compliance with contractual commitments and WHO performance standards. The Project Manager will also be responsible for implementing various projects within the WHO Country Office portfolio, particularly focusing on strengthening public health capacities in Guinea-Bissau through collaboration with national and local governments, the EU, and other development partners.

Duties and Responsibilities:

• Project Delivery and Performance: Develop and maintain the project implementation plan, ensuring milestones are met within the established tolerances. Manage resources effectively, ensuring quality compliance with the implementation plan. Monitor project progress, control variances, and manage changes. Identify and mitigate project risks, advocating for WHO service offerings and reporting growth opportunities.
• Procedures: Ensure adherence to organizational policies and local regulations, maintaining updated project information in management systems. Prepare plans for approval and manage reporting obligations.
• Monitoring and Reporting: Develop a results framework and M&E plan, preparing regular project and financial reports.
• Stakeholder Engagement: Create engagement strategies, establish relationships with stakeholders, and coordinate communications.
• Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews of project documents.
• Knowledge Management and Innovation: Foster a learning environment, share best practices, and ensure timely sharing of lessons learned.
• Personnel Management: Organize the project team, provide guidance, conduct performance reviews, and ensure safety and security" style="border-bottom: 1px dotted #007bff !important;">security for all personnel.

Required Qualifications:
Essential qualifications include a first-level university degree in public administration, international development studies, international relations, public health, or a related field, along with five years of relevant experience. Desirable qualifications include project management certification from a recognized institute and professional certification in a relevant technical area. Candidates should possess strong project management skills, including planning, implementation, and risk management, as well as experience in capacity building and technical assistance.

Educational Background:
Candidates must hold a first-level university degree in a relevant field such as public administration, international development studies, international relations, or public health. Additional certifications in project management or related technical areas are desirable.

Experience:
Candidates should have at least two years of relevant experience in implementing complex multi-country public health projects, working with donors and government authorities in developing countries. Experience in project planning, implementation, and control, as well as knowledge of quality assurance methodologies, is essential. Familiarity with climate resilience and sustainability considerations in public health contexts is also beneficial.

Languages:
Expert knowledge of English, French, or Portuguese is required. Proficiency in any of these languages will be essential for effective communication and reporting.

The position is based on-site in Bissau, Guinea-Bissau, with an expected contract duration of six months. The consultant will be compensated at the Band A level (P2 level), with a monthly pay range of USD 5,480 to USD 6,98
