Job Overview:
The Senior Supply Chain Associate will operate under the overall supervision of the Chief of Mission (CoM) or Head of Office (HoO) and will directly report to the Supply Chain Officer. This role is crucial in supporting the supply chain officer with day-to-day supply chain activities, ensuring that the objectives of Supply Chain Management (SCM) are met. The primary goal is to deliver quality goods and services to beneficiaries at optimal prices and in a timely manner. The Senior Supply Chain Associate will be responsible for coordinating procurement activities, which includes revising and consolidating purchase request forms, organizing and evaluating bidding processes, and following up on purchase orders until successful delivery and payment to suppliers. The role also involves assisting in more complex, higher-value purchases, developing procurement plans, participating in negotiations, and providing technical guidance to requisitioners and staff. The position requires active participation in the development and evaluation of procurement systems and procedures, identifying local and international suppliers, and contributing to the development of tools for tracking contracts and agreements. Additionally, the Senior Supply Chain Associate will coordinate supply chain operations with other UN agencies and partners, manage fleet activities, and provide training and guidance to junior SCM staff.

Duties and Responsibilities:
The duties and responsibilities of the Senior Supply Chain Associate include:
  • Supporting the Supply Chain Officer in daily supply chain activities.
  • Coordinating procurement activities, including the revision and consolidation of purchase requests.
  • Organizing and evaluating bidding processes and ensuring timely follow-up on purchase orders.
  • Assisting in complex and higher-value purchases.
  • Developing procurement plans to optimize purchasing power.
  • Participating in negotiations regarding terms and conditions of purchases.
  • Providing technical guidance on procurement instructions and procedures.
  • Developing, evaluating, and updating procurement systems and procedures.
  • Identifying and evaluating local and international suppliers. 1
  • Contributing to the development of tools for tracking contracts and agreements. 1
  • Coordinating supply chain operations with other UN agencies and partners. 1
  • Planning and coordinating fleet activities and monitoring vehicle maintenance. 1
  • Coordinating service and maintenance of office facilities and equipment. 1
  • Providing training and guidance to junior SCM staff. 1
  • Participating in UN inter-agency meetings related to supply chain management. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for the Senior Supply Chain Associate position include:
  • A university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution with four years of relevant professional experience; or a high school diploma with six years of relevant professional experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is an advantage.
  • Experience in procurement and logistics, working with service providers and vendors.
  • Familiarity with asset management processes.
  • Experience with IOM/UN Procurement and Logistics Rules and Procedures is an advantage.
  • Experience in an international organization in a multi-cultural setting is preferred.
  • Experience in training and coordinating teams is beneficial.

Educational Background:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited academic institution. Alternatively, a high school diploma combined with six years of relevant professional experience is acceptable. Accreditation of universities must be from those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have a minimum of four years of relevant professional experience in procurement and logistics, or six years if holding a high school diploma. Experience working with service providers and vendors is essential, along with familiarity with asset management processes. Previous experience with IOM/UN Procurement and Logistics Rules and Procedures is advantageous, as is experience in an international organization within a multi-cultural setting. Experience in training and coordinating teams is also beneficial for this role.

Languages:
Fluency in one of the IOM's official languages (English, French, Spanish) is mandatory for all staff members. For this position, fluency in both English and Portuguese is required, both oral and written. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
