Job Overview:
The position of International Consultant — Justice Diagnostic involves leading the preparation of a comprehensive report on the state of justice in Guinea-Bissau. This role requires the consultant to revise and update the 2022 Justice Diagnostic, ensuring that the report reflects the current state of the justice system in the country. The consultant will be expected to conduct thorough research, engage with stakeholders, and analyze data to provide insights and recommendations for improving the justice sector. The assignment is expected to span 60 working days over a period of 6 months, during which the consultant will work closely with UNDP and other relevant parties to gather information and draft the report. The consultant must demonstrate a strong understanding of justice systems, legal frameworks, and governance issues, particularly in the context of Guinea-Bissau.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant include:
  • Conducting a comprehensive review of the existing 2022 Justice Diagnostic report and identifying areas that require revision or updating.
  • Engaging with key stakeholders, including government officials, civil society organizations, and legal practitioners, to gather insights and perspectives on the current state of justice in Guinea-Bissau.
  • Analyzing data and information related to the justice system, including access to justice, legal aid, and the effectiveness of judicial processes.
  • Preparing a detailed report that outlines findings, conclusions, and recommendations for enhancing the justice system in Guinea-Bissau.
  • Presenting the report to UNDP and relevant stakeholders, and incorporating feedback as necessary.
  • Ensuring that the report aligns with UNDP's strategic objectives and contributes to the broader goals of justice reform in the country.

Required Qualifications:
The required qualifications for the position include:
  • A master's degree in law, social sciences, or a related field.
  • Extensive knowledge of justice systems, legal frameworks, and governance issues, particularly in developing countries.
  • Proven experience in conducting research and analysis related to justice and legal reform.
  • Strong analytical and writing skills, with the ability to produce high-quality reports.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP's work and processes is an advantage.

Educational Background:
Candidates must possess a master's degree in law, social sciences, or a related field. A PhD or equivalent advanced degree is preferred, particularly for those with a focus on justice systems or governance. Relevant certifications or training in research methodologies or legal analysis may also be beneficial.

Experience:
The position requires a minimum of 5 years of professional experience in the field of justice, legal reform, or governance. Candidates should have a proven track record of working on similar assignments, particularly in developing countries or post-conflict settings. Experience working with international organizations, such as UNDP, is highly desirable.

Languages:
Fluency in English is mandatory, as the report will be prepared in English. Proficiency in Portuguese is an asset, given the local context of Guinea-Bissau. Knowledge of other languages relevant to the region may also be beneficial.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 60 working days over a period of 6 months. The consultant will be expected to work remotely, with potential travel to Guinea-Bissau as necessary for stakeholder engagement. The position is part-time, and compensation will be based on the consultant's experience and qualifications.
