Job Overview: The Programme Analyst plays a pivotal role in the Women’s Economic Empowerment and Sustainable Livelihoods (WEE & SL) portfolio at UN Women Pakistan. Reporting to the Portfolio Manager, the Analyst contributes to the effective management of WEE programmes by providing substantive inputs to programme design, formulation, implementation, and evaluation. The role involves translating strategic goals into impactful actions that respond to the needs of vulnerable communities. The Analyst is responsible for closely monitoring implementation results, coordinating with partners, and enhancing systems and procedures to ensure the delivery of high-quality programmes that provide women with access to financial services, markets, digital literacy, skills, and enterprise development. This position is instrumental in realizing the portfolio’s vision through effective collaboration with government counterparts, donors, civil society, and operational teams, ensuring that initiatives are aligned with the overarching goals of gender equality and women's empowerment.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in the area of Women Economic Empowerment & Humanitarian Action by providing substantive inputs to the design and formulation of programme/project proposals and initiatives, and identifying areas for support and intervention related to the programme.
Provide substantive technical support to the implementation and management of the WEE & HA programme, including leading the implementation of programme activities, coordinating calls for proposals, reviewing partner reports, and training partners on Results Based Management.
Provide technical assistance and capacity development to project/programme partners by maintaining relationships with national partners, identifying opportunities for capacity building, and facilitating technical support and training as needed.
Monitor and report on the programme/project by using results-based management tools, drafting reports on monitoring missions, and providing inputs for donor and UN Women reports.
Manage people and finances of the WEE & HA programme by monitoring budget implementation, making necessary budget revisions, and providing inputs to financial reports.
Build partnerships and resource mobilization strategies by preparing documentation for project summaries, conference papers, and donor profiles, and participating in donor meetings.
Provide technical support to inter-agency coordination on WEE & HA to ensure coherence and alignment of UN Women programmes with other partners in the country.
Contribute to advocacy, knowledge building, and communication efforts by developing background documents, coordinating advocacy campaigns, and managing knowledge products.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. Candidates should possess good programme formulation, implementation, monitoring, and evaluation skills, as well as the ability to gather and interpret data, reach logical conclusions, and present findings and recommendations. Knowledge of Results Based Management and the ability to identify and analyze trends, opportunities, and threats to fundraising are also essential.
Educational Background: Candidates must have a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.
Experience: At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in Women’s Economic Empowerment is desirable, along with experience coordinating and liaising with government agencies and/or donors. Proficiency in using computers and office software packages (MS Word, Excel, etc.) is required, and experience with web-based management systems is also necessary. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in English and Urdu is required for this position. Knowledge of another official UN language such as French, Arabic, Chinese, Russian, or Spanish is considered desirable.
Additional Notes: The position involves supervisory responsibilities, guiding a team of 10, including 3 direct reports and 1 affiliate personnel.
