Job Overview:
The consultant will play a crucial role in addressing the complex challenges related to irregular migration, trafficking in persons (TIP), and smuggling of migrants (SOM) in Pakistan. The position involves designing and delivering two TIP Coordination Committee workshops and six service delivery sector trainings aimed at enhancing institutional capacities and survivor-centered responses. The consultant will work closely with the Migration Management Department of IOM Pakistan to implement the project 'Strengthening response to combat trafficking in persons and smuggling of migrants in Pakistan'. The consultant is expected to develop training methodologies, materials, and facilitate workshops and trainings that align with national frameworks and IOM standards. The overall goal is to improve coordination, oversight, and referral mechanisms under the TIP and SOM framework, ultimately contributing to the protection of vulnerable populations.

Duties and Responsibilities:
The consultant will be responsible for the following duties:

• Design and deliver two 2-day TIP Coordination Committee workshops, focusing on roles and responsibilities of committee members, referral pathways, and inter-agency coordination mechanisms.
• Develop and deliver six 2-day service delivery sector trainings, including topics such as Child Protection, Victim Interviewing Techniques, and Case Management Approaches.
• Prepare detailed training modules, participant manuals, and assessment tools for all trainings.
• Facilitate structured discussions during workshops to identify coordination gaps and propose solutions.
• Submit comprehensive reports covering all trainings, including analysis of pre-/post-test results and participant feedback.
• Ensure that all training content adheres to IOM’s guidelines and incorporates survivor-centered, gender-responsive, and child-sensitive approaches.
• Collaborate with relevant government departments and civil society organizations for participant nominations and engagement.

Required Qualifications:
Candidates must possess at least 5 years of experience in capacity-building and training delivery related to trafficking in persons, smuggling of migrants, protection, or migration management. They should have demonstrated experience in delivering trainings based on IOM’s Return Counseling Toolkit and Case Management Guidelines. A strong knowledge of Pakistan’s TIP and SOM legal frameworks is essential, along with proven ability to produce quality training materials and analytical reports. Candidates should also demonstrate gender sensitivity and cultural awareness, integrating these perspectives into content development. Strong facilitation, curriculum design, and report-writing skills are required, as well as experience working with UN agencies, international NGOs, or national stakeholders in Pakistan.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, international relations, law, or a related field. Advanced degrees or specialized training in migration management, human rights, or related areas will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant experience in capacity-building and training delivery, particularly in the context of trafficking in persons and migration management. Experience working with governmental coordination mechanisms and familiarity with IOM’s operational frameworks are highly desirable.

Languages:
Fluency in English and Urdu is mandatory for this consultancy. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Additional language skills may be considered an advantage but are not required.

Additional Notes:
The consultancy will cover occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance.
