Job Overview: The position of Senior Water Expert is critical within the framework of the UNESCO Programme and Budget 2026-2027, specifically under Major Programme II, Output 2.3.SC, which focuses on enhancing the capacity of Member States for inclusive water resources management in a changing environment. The expert will provide technical support to various projects and activities, particularly those related to groundwater management and transboundary water cooperation. The role requires a deep understanding of hydrogeology and water resource management, as well as the ability to engage with multiple stakeholders, including government officials, civil society organizations, and local communities. The consultant will be responsible for ensuring that UNESCO's initiatives are effectively operationalized and aligned with the organization's strategic objectives, particularly in the context of the GEF/FAO project aimed at enhancing sustainability in the Transboundary Cambodia–Mekong River Delta Aquifer. This position also involves preparing technical documentation, facilitating workshops, and developing strategies for stakeholder engagement, all while working remotely and coordinating with teams across different time zones.
Duties and Responsibilities: The Senior Water Expert will undertake a variety of assignments, including but not limited to: 1) Providing technical expertise to support the operationalization and implementation of UNESCO’s components under the GEF/FAO project, which includes guiding the preparation of the Transboundary Diagnostic Analysis (TDA), consolidating contributions into a comprehensive final report, and developing concept notes and agendas for technical meetings. 2) Supporting resource mobilization activities by preparing project proposals and concept notes for training courses related to groundwater management. 3) Assisting in the preparation and execution of international events in 2026, including developing presentations and supporting project operationalization through various technical tasks. 4) Contributing to the GEF/UNEP MedProgramme by preparing technical publications and communication plans for disseminating project results. The consultant will also be responsible for documenting best practices and lessons learned, ensuring inclusive stakeholder engagement, and providing technical support for environmental and social safeguards.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in Water Sciences, Water Management, Hydrogeology, Environmental Sciences, or related fields. A PhD in these areas is considered an asset. Additionally, candidates should have a minimum of 10 years of relevant experience in water sciences, particularly in aquifer assessment, management, and governance, with a focus on conjunctive water management and transboundary contexts. Experience working with GEF projects and familiarity with the Mekong and Mediterranean regions are highly desirable. Previous work experience in a UN setting and demonstrated ability to provide technical assistance to national stakeholders are also required.
