Job Overview:
The consultant will work under the direction of the subnational coordinator and will be responsible for maintaining strong relationships with various stakeholders, including health authorities and government departments. The role involves facilitating the exchange of information to support coordination and accountability within the health cluster. The consultant will also interact with different stakeholders and coordination platforms, gathering and disseminating data to enhance local coordination efforts. Given the ongoing humanitarian crisis in Ukraine, the consultant's work will be crucial in supporting the Health Cluster's operational activities under the 2026 Humanitarian Needs and Response Plan (HNRP). This includes collaborating closely with partners to strengthen coordination, ensure consistent reporting, and support effective implementation of health interventions in high-risk areas, ultimately aiming to deliver timely and life-saving health assistance to those in need.

Duties and Responsibilities:
The consultant's duties will include updating and sharing the daily presence roster of cluster partners at transit centers, attending HOCG convoy planning meetings, translating cluster documents from English to Ukrainian, providing written material for public health information, updating contact lists of active partners, conducting orientation sessions for new partners, collecting information from cluster partners, compiling summary briefs for health cluster meetings, participating in monthly meetings with health departments, supporting partner supervision visits, providing verbal translation during meetings, engaging with local volunteers to identify support opportunities, sharing health cluster bulletins and activity reports, producing reports from meetings, collecting feedback from partners, and providing weekly updates on assigned tasks.

Required Qualifications:
Candidates must possess a Bachelor's degree in social sciences, Medicine/Public Health, information management, Statistics/Computer Science, Communications, Management, or a related field. Essential qualifications include a minimum of 2 years of relevant experience in public administration, particularly in the health sector or external relations, and previous humanitarian experience in coordinating health partners. Desirable qualifications include experience in communication and social media, monitoring and reporting, and knowledge of humanitarian response in Ukraine.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as social sciences, Medicine/Public Health, information management, Statistics/Computer Science, Communications, or Management. This educational foundation is essential to understand the complexities of health systems and humanitarian responses.

Experience:
The position requires a minimum of 2 years of relevant experience, particularly in public administration within the health sector or in external relations. Previous experience in humanitarian settings and coordination of health partners is essential. Desirable experience includes communication and social media, monitoring and reporting, and familiarity with humanitarian principles and practices.

Languages:
The consultant must have excellent knowledge of Ukrainian and English, both in reading, writing, and speaking. Knowledge of Russian is considered desirable but not mandatory.

  • The total contract value is USD 22,860.00, with a monthly rate of USD 3,600.00 based on 20 working days per month. Payment will be made monthly upon the provision of a Technical Report and approval from the Responsible Officer. The position is on-site in Dnipro, and frequent travel is expected.
