Job Overview:
The Program Officer II will play a crucial role in managing the International Visitor Leadership Program (IVLP) and other exchange initiatives. This position involves overseeing a series of short exchanges to the U.S., typically lasting three weeks, for emerging leaders from various countries. The officer will be responsible for developing themes and content for the exchanges, determining itineraries, and ensuring that all project activities are financially supported. The role requires collaboration with local partner organizations across the United States to create impactful local programs. The Program Officer will also conduct orientation sessions for delegations, prepare project materials, and maintain a close working relationship with clients and partners throughout the project lifecycle. This position is funded through December 31, 2026, and is essential for the successful execution of the IVLP and other related programs.

Duties and Responsibilities:
The Program Officer II will be responsible for a wide range of duties including researching, conceptualizing, and writing proposals for exchange programs. They will develop project budgets, ensuring that expenses do not exceed authorized funds, and manage the disbursement of funds to participants and vendors. The officer will identify and coordinate with local partner organizations to develop local programs and arrange itineraries for projects in Washington, D.C. This includes coordinating professional appointments, panels, site visits, and cultural activities. The Program Officer will supervise program associate activities, orient project interpreters and liaisons, and maintain responsive relationships with clients and partners. Additionally, they will conduct final project evaluations and prepare comprehensive program reports as required by project grants.

Required Qualifications:
Candidates must possess a Bachelor's degree and prior experience as a programmer for the IVLP. A minimum of 4-6 years of work experience in a non-governmental organization (NGO), government agency, or private organization is required. Strong oral and written communication skills are essential, along with demonstrated professionalism in correspondence. Candidates should have proven organizational skills, the ability to manage multiple tasks accurately, and the capacity to take initiative and meet deadlines. Analytical thinking and problem-solving abilities are crucial, as well as the ability to build productive working relationships internally and externally. Proficiency in Microsoft Office and Excel is also required, along with strong computer skills.

Educational Background:
A Bachelor's degree is the minimum educational requirement for this position. Candidates with advanced degrees or specialized training in relevant fields may be preferred, particularly those with a focus on international relations, public administration, or program management.

Experience:
The position requires 4-6 years of relevant work experience, particularly in roles related to program management within NGOs, government agencies, or private organizations. Experience specifically related to the International Visitor Leadership Program is essential, as it provides the necessary background to effectively manage the responsibilities of this role.

Languages:
Fluency in English is mandatory, both written and spoken. Candidates should also be fluent in the host country language as appropriate, which may vary depending on the specific projects and participants involved in the exchanges.

This position is based in Washington, D.C., and candidates must reside in the area, as they will be required to work from the D.C. office frequently and attend project activities around the region. The expected salary range for this role is between USD 64,000 and 74,000 annually, with compensation reflecting the applicant's relevant experience and education. FHI 360 offers a comprehensive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation, 12 sick days, and 11 holidays per year for full-time employees.
