  • The organization focuses on various sectors including physical and functional rehabilitation, maternal and child health, inclusive education, and inclusive governance. HI has established multi-year development projects in Kinshasa and has been involved in security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security initiatives in Kasaï and Kasaï Central since the 2016 crisis. In North Kivu, HI implements six projects, including mobile clinics for mental health and emergency response initiatives. A new strategic plan for 2026-2028 has been validated, aiming to diversify activities in Eastern DRC and enhance operational capacities for emergency response, protection, and access to rehabilitation services.

Job Overview:
As the Manager MEAL, you will report to the Technical Head of Program (THOP) and be responsible for overseeing the MEAL (Monitoring, Evaluation, Accountability, and Learning) and Information Management (IM) teams across the country. You will directly manage at least one MEAL Senior Officer and one IM Senior Officer, ensuring the implementation of HI's MEAL and IM standards within the program. Your role will involve ensuring the coherence and quality control of projects in collaboration with the MEAL department and the Technical Unit Leader. The priorities for 2026/2027 include supporting the nationalization process of the MEAL Manager position, harmonizing tools and processes across different bases, strengthening team capacities, and ensuring quality control and data reliability. You will also be responsible for analyzing consolidated data to drive project improvements and enhance inter-base coordination for effective information sharing.

Duties and Responsibilities:
  • Management: Directly manage the MEAL and IM teams within your program.
  • Strategy and Leadership: Define the MEAL component of the operational strategy and oversee the related action plan and monitoring tools.
  • Standards and Expertise: Design and implement MEAL and IM systems for the program, ensuring their quality and effectiveness.
  • Operational Implementation: Contribute to improving HI's response in your geographical area, enhance project quality in line with global frameworks and technical standards, and ensure adherence to project management processes as defined by the monitoring and evaluation policy.
  • Emergency Preparedness and Response: Lead emergency preparedness actions within your department and reorganize team priorities during emergencies to ensure a rapid and effective response.

Required Qualifications:
You must have at least 5 years of experience in coordinating humanitarian and development projects, including a minimum of 2 years in MEAL functions. Strong team management skills are essential, along with the ability to simplify and prioritize processes. Proven experience in contributing to the development of operational strategy documents is required. You should possess a team spirit and be able to work in a multicultural environment.

Educational Background:
A relevant educational background in humanitarian studies, social sciences, or a related field is preferred. Advanced degrees may be advantageous but are not explicitly required.

Experience:
Candidates should have a minimum of 5 years of experience in project coordination within humanitarian and development contexts, with at least 2 years specifically focused on MEAL roles. Experience in team management and capacity building is crucial, as well as a demonstrated ability to contribute to strategic planning and operational improvements.

Languages:
Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages spoken in the DRC may also be beneficial.

Additional Notes:
The position is a one-year international contract starting in July 2026, based in Goma. The international contract includes tailored social coverage, such as unemployment insurance for EU nationals, retirement insurance, and health coverage. The salary starts at €2850 gross per month, with additional benefits including a net per diem of €572, a hardship allowance of €500, 25 days of paid leave per year, and 5 days of rest and recuperation every 8 weeks. The position is unaccompanied, and collective housing is provided by HI. If you are a resident of the country, a local package will be offered.
