SI has been active in the Democratic Republic of the Congo (DRC) since 2001, addressing humanitarian needs caused by conflicts and natural disasters and participating in the fight against epidemics. The mission is active in food security and livelihoods, water, hygiene, sanitation, and multi-sectoral cash assistance. SI's programs include emergency response through rapid response mechanisms and second-line programs, as well as recovery and development activities in stabilized areas. The DRC mission employs an average of 210 staff, including 21 expatriates, and is composed of a country program director, a food security coordinator, a water hygiene sanitation coordinator, and a monitoring, evaluation, accountability, and learning (MEAL) coordinator. Job Overview:
The Deputy Country Director for Programs (DPAP) supports the Country Director (CD) in implementing and monitoring the programmatic strategy and donor engagement. The DPAP is responsible for the functioning of all programs and the oversight of projects in compliance with internal and contractual procedures, as well as ensuring the quality of all programming in the DRC. The DPAP coordinates the technical coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and ensures effective management and supervision. The role involves contributing programmatic elements to the country strategy, supporting the CD in all tasks related to their function as needed. Specific challenges include maintaining SI's status as a major player in emergency response in the DRC, strategic positioning in emergency response, increasing operational volume through diversified funding and expanded intervention areas, continuous donor engagement, and developing early recovery activities. The DPAP must also ensure quality monitoring and transversal aspects such as protection mainstreaming and environmental considerations. Mastery of the English language is essential for this role.

Duties and Responsibilities:
  • Support the Country Director in implementing and monitoring the programmatic strategy and donor engagement.
  • Oversee the functioning of all programs and ensure compliance with internal and contractual procedures.
  • Coordinate the technical coordination team and ensure effective management and supervision.
  • Contribute programmatic elements to the country strategy and support the Country Director in all related tasks.
  • Lead operational groups and consortiums, such as SAFER (OCU).
  • Engage with donors through visits, online briefings, and project proposal writing in coordination with technical coordinators.
  • Monitor mission activities in collaboration with technical coordinators.
  • Act as interim Country Director during their absence.

Required Qualifications:
  • Master's degree in international relations, development cooperation, humanitarian action, political science, or equivalent.
  • Minimum of 5 years of experience in the humanitarian sector.
  • 3-4 years of experience in a similar position.
  • Excellent representation and coordination skills with stakeholders, donors, humanitarian community, consortia, and clusters.
  • Strong strategic vision and good knowledge of rapid response mechanisms.
  • Excellent communication and writing skills for various documents.
  • Strong managerial capabilities.
  • Good analytical skills regarding context and humanitarian needs.
  • Strong understanding of accountability issues and transversal protection.

Educational Background:
A Master's degree in international relations, development cooperation, humanitarian action, political science, or a related field is required for this position. This educational background is essential to understand the complexities of humanitarian work and the necessary skills to navigate the challenges faced in the field.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a similar role. This experience should include a strong background in program management, donor engagement, and strategic planning within humanitarian contexts. Candidates should demonstrate their ability to lead teams, manage complex projects, and engage effectively with various stakeholders.

Languages:
Fluency in French is mandatory, with excellent command required. Proficiency in English is also mandatory, with very good skills expected. Knowledge of additional languages may be considered an asset but is not required for this position.

The position is a short-term contract with a duration of 12 months, starting on September 15, 202
  • The role is based in Goma, DRC, which is categorized as a level 4 security zone, indicating high volatility and security risks. The salary starts at EUR 3080 gross per month, which includes a base salary of EUR 2800 plus a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 80
  • SI covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work and leave alternation system is in place, allowing for 7 working days off every three months, with additional rest days accrued. Expatriates receive comprehensive health insurance covering medical expenses, including dental and ophthalmological care, repatriation, and necessary vaccinations. Living conditions include accommodation in guest houses with private rooms and bathrooms, access to varied and quality food, and potential recreational activities. Security measures are in place, with evolving rules based on the context, including curfews that may change according to the area. Due to the current MVE epidemic, certain restrictions apply in Goma, but these will be reviewed as the situation stabilizes.
