Job Overview: As a Logistics Specialist, you will be responsible for the integration and development of logistics competencies in the field. Reporting to the Logistics Specialists Manager, you will support the quality management of logistics in the programs you oversee, which may include substitution roles. You will be a key partner in the development of social missions and recognized for your added value to the programs. Your role will involve animating the logistics professional network by ensuring training, developing peer exchange opportunities, and acting as a coach for Regional Logistics Managers (RLM) and Country Logistics Managers (CLM) you support. The geographical scope primarily includes the CESAN area (Kenya, Uganda, Rwanda, South Sudan, Ethiopia, Somalia, DRC, Madagascar, Mozambique), which may evolve based on organizational needs.
Duties and Responsibilities: 1) Development and strengthening of logistical capacities and skills of programs: - Contribute to the development and deployment of logistical standards including LINK. - Act as a coach to logistics managers and assist programs in problem-solving. - Conduct regular training sessions (Headquarters and programs) through the facilitation of a community of practice. - Evaluate whether the required skills of logistics managers meet expectations. - Contribute to the dissemination of compliance rules from donors (under the authority of the DFI). - Assist in the recruitment of logistics managers. 2) Strategy and management: - Support the RLM/CLM in monitoring the logistics risk mapping of the countries in their portfolio and assist in developing corrective action and mitigation plans. - Conduct logistics diagnostic missions when necessary, which may lead to alerts. - Support and advise the RLM/CLM in developing the logistics strategy of the operational strategy, associated logistical action plans by program, and related indicators (ensuring the relevance of the indicators in place). - Based on the program's logistics dashboard (indicators from the operational strategy and common indicators across all programs), identify potential deviations and gaps from set objectives. Analyze data contained in tools and assist the RLM/CLM in identifying and managing corrective actions, communicating results to the Program Director (N+1). 3) Compliance control and program optimization (control tower): - Collect key performance indicators and provide analyses to programs and geographical management. - Analyze logistics risks of programs (fraud, theft/diversion of funds, corruption, non-compliance, favoritism, accidents). - Alert the Logistics Director or other relevant departments in case of discrepancies and recommend corrective measures. - Monitor the logistics department's action plan. - Ensure an adequate control mechanism for programs on supply management. - Regularly conduct audits/quality controls on logistics in programs and address identified issues. - Oversee supplier screening. - Responsible for monitoring and addressing alerts related to "logistics fraud, diversions, and material theft" within your intervention perimeter as a professional reference. 4) Standards and Accountability: - Participate in the instruction and production of logistical frameworks and, if necessary, their revision. - May be responsible for deploying and contextualizing logistical projects within your perimeter based on the framework provided by the logistics director, facilitating deployment with the RLM/CLM on the program and ensuring adherence to established timelines. - Advise the RLM/CLM on the program's organizational structure and team composition in line with HI's organizational standards (professional sectors, classification, organizational principles). - Advise the RLM/CLM on the application and adherence to logistics policies and standards, ensuring their proper implementation in programs. - Assist the RLM/CLM in deploying the Anti-Fraud and Corruption Policy, anti-terrorism measures and regulations, environmental agenda, and Protection Framework against abuse of beneficiaries, communities, and HI staff in their programs. 5) Preparation and response to emergencies and contextual crises: - Ensure the implementation of emergency preparedness actions for the program through team training and, during an emergency, adapt your working modality to contribute to an effective humanitarian response from HI.
Required Qualifications: - At least 2 years of experience in a logistics coordination/management position or similar in the field of emergency or post-emergency aid. - Experience in emergency contexts. - Experience in developing humanitarian intervention strategies. - Ability to work remotely, including in capacity building and deployment. - Excellent interpersonal skills, organized, and pedagogical. - Proficient in both French and English.
Educational Background: A relevant degree in logistics, supply chain management, or a related field is typically required for this position, although specific educational requirements may vary based on the organization's standards and the complexity of the role.
Experience: The position requires a minimum of 2 years of experience in logistics coordination or management, particularly in emergency or post-emergency contexts. Candidates should have a proven track record of developing and implementing logistics strategies and managing logistics operations effectively.
Languages: Fluency in French and English is mandatory for this position. Additional languages may be considered an asset, depending on the geographical area of operation and the specific needs of the programs.
Additional Notes: The position is a national contract for 24 months, ideally starting in early July 2026, based in either Ethiopia, Rwanda, Morocco, Tunisia, or Madagascar. The compensation package will be based on local standards according to the national grid.
