Job Overview:

The role involves coordinating and adapting the Monitoring, Evidence, Accountability, and Learning (MEAL) systems and standards at both the Area Office (AO) and Country Office (CO) levels. The Coordinator is responsible for ensuring that MEAL systems, plans, tools, and procedures are effectively implemented, providing technical supervision and capacity building to MEAL staff and program teams. This position serves as a bridge between strategic MEAL frameworks established at the CO level and their practical application across various projects, ensuring that evidence informs program decision-making, learning, and adaptation. The MEAL Coordinator will also play a significant role in enhancing the quality, responsiveness, integration, and sustainability of NRC's programs in Libya, which are designed to meet the vital needs of those affected by conflict through sustainable solutions and integrated program responses.

Duties and Responsibilities:
The MEAL Coordinator will have a wide range of responsibilities, including but not limited to: managing directly reporting staff and overseeing their performance management processes; developing and implementing MEAL systems, including Standard Operating Procedures (SOPs), guidance, and tools; coordinating the implementation and harmonization of NRC MEAL systems at the AO and CO levels; supporting design" style="border-bottom: 1px dotted #007bff !important;">program design by reviewing Theory of Change, Core Competency (CC), project logframes, indicators, and MEAL budgets; providing technical support to MEAL staff and program focal points in assessments, outcome monitoring, and evaluation; ensuring that evidence from outcome monitoring, evaluations, and community feedback mechanisms is captured and used to adapt MEAL tools and processes; contributing to evaluations and learning exercises; supporting partners in strengthening their MEAL systems; ensuring compliance with NRC policies and procedures; and providing rapid MEAL support to emergency response interventions.

Required Qualifications:
Candidates must possess a minimum of 3 years of MEAL experience, including at least 2 years in a managerial position with an international NGO, preferably in emergency or post-conflict settings. Experience supporting Internally Displaced Persons (IDPs) and working in camp or remote management environments is highly desirable. A strong understanding of MEAL principles and current approaches in relief and development settings, utilizing both quantitative and qualitative methods, is essential. Candidates should also have experience in mobile and online data collection systems, data management, and analysis platforms, as well as handling sensitive community feedback in line with data protection principles. Technical expertise in program evaluation methodologies and approaches is required, along with experience in facilitating participatory discussions and capacity-building activities.

Educational Background:
A Bachelor’s degree in Statistics, Information Systems Management, Social Sciences, Development Studies, or a related field is required. Candidates without a degree but with at least 5 years of relevant experience may also be considered. This educational background is essential to ensure that the MEAL Coordinator has the necessary analytical skills and knowledge to effectively implement and manage MEAL systems and processes.

Experience:
The position requires a minimum of 3 years of experience in MEAL, with at least 2 years in a managerial role within an international NGO. Experience in emergency or post-conflict settings is preferred, particularly in contexts involving Internally Displaced Persons (IDPs). The candidate should have a proven track record of implementing MEAL systems and methodologies, as well as experience in coordinating with various stakeholders, including UN agencies, INGOs, and local authorities.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. Strong communication skills are essential for effectively conveying findings and engaging with diverse stakeholders. Knowledge of additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to interact with local communities and partners.

Additional Notes:
This position is based in Tunis, Tunisia, and may involve travel to other locations within Libya, including Tripoli and Benghazi. The role is full-time and may require working in challenging and insecure environments.
