Job Overview:
The Programme Assistant (CP Management/Gender) position is crucial for supporting the World Food Programme's operations in Tindouf, Algeria. The role involves assisting in the management of Cooperating Partners (CPs) and ensuring the integration of gender, protection, inclusion, and accountability to affected populations (AAP) into all program activities. The incumbent will work under the direct supervision of the Programme Policy Officer and collaborate closely with Activity Managers to facilitate effective program implementation. This includes tracking partnerships, managing food release notes, overseeing food and cash distributions, and maintaining beneficiary data within the WFP COMET platform. The position also emphasizes the importance of mainstreaming cross-cutting themes, ensuring that humanitarian assistance is delivered efficiently and effectively while adhering to WFP policies and standards. The Programme Assistant will play a key role in community engagement, capacity building for CPs, and contributing to the overall strategy for gender and protection integration within the WFP's operations in the region.

Duties and Responsibilities:
The duties and responsibilities of the Programme Assistant include, but are not limited to:
  • Supporting the full Cooperating Partner (CP) management cycle, including Call for Expression of Interest (CFEI), proposal review, Field Level Agreements (FLAs), reporting, and closure.
  • Managing partnership agreements within the WFP COMET platform, ensuring compliance with program requirements and WFP procedures.
  • Contributing to risk identification and mitigation measures in partner management, serving as the focal point for oversight and spot-check exercises in collaboration with the reassurance unit.
  • Supporting accountability, compliance, and performance monitoring of CPs in line with WFP standards and program objectives.
  • Strengthening the capacity of CPs on cross-cutting themes and assisting them in translating strategies into practical actions that improve security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and women's empowerment.
  • Participating in gender, protection, inclusion, and AAP assessments to uphold humanitarian standards.
  • Assisting in community engagement and awareness activities related to rights and entitlements.
  • Supporting the integration of Protection from Sexual Exploitation and Abuse (PSEA) considerations into program activities.
  • Acting as the focal point for the complaint and feedback mechanism (CFM) and contributing to its management. 1
  • Conducting regular field visits to monitor the effectiveness of cross-cutting themes and ensuring accurate data capture. 1
  • Compiling data and preparing reports to support operational decision-making, identifying best practices and weaknesses.

Required Qualifications:
The required qualifications for the Programme Assistant position include:
  • Completion of secondary school education, preferably supplemented with a university degree in Economics, social sciences, project management, or a related field.
  • Relevant certificates in gender, protection, inclusion, and accountability programming will be considered an asset.
  • Strong database management and analytical skills are essential.
  • Proficiency in Microsoft Office applications, including Word, PowerPoint, and Excel.
  • Excellent communication and negotiation skills, with a good understanding of gender equality and women's empowerment workstreams.

Educational Background:
Candidates should have completed secondary school education, with a preference for those who have a university degree in relevant fields such as Economics, social sciences, or project management. Additional certifications related to gender, protection, inclusion, and accountability programming will enhance a candidate's profile.

Experience:
Candidates must possess a minimum of five (5) years of relevant working experience in humanitarian and development programming, particularly in areas related to cross-cutting themes. This experience should include at least five (5) years of progressively responsible roles in program support, partnerships, or humanitarian/development operations. Experience working with NGOs and community-based programs is desirable, and familiarity with gender, AAP, or protection-related activities is considered an asset.

Languages:
Fluency in both oral and written communication in English is required, along with fluency in Arabic. Proficiency in Spanish and the local dialect (Hasaniya) spoken in the refugee camps is considered an added advantage, enhancing communication with diverse populations.

The position is a fixed-term contract for a duration of 12 months, with the possibility of renewal. It is classified at the G5 grade level within the WFP structure.
