Job Overview:
The Programme Policy Officer (M&E/VAM) position is crucial for the effective monitoring and evaluation of WFP's programs, particularly in the context of assisting Sahrawi refugees in Algeria. The officer will be responsible for developing and implementing monitoring and evaluation plans that align with WFP's Country Strategic Plan (CSP) and global standards. This role involves collaborating with various stakeholders, including internal teams and external partners, to ensure that food assistance needs are accurately assessed and addressed. Duties and Responsibilities:
The key accountabilities for the Programme Policy Officer (M&E/VAM) include:
  • Contributing to the development of Vulnerability Analysis and Mapping (VAM) projects and ensuring alignment with WFP policies.
  • Supporting the creation of systems and tools for monitoring food assistance needs.
  • Conducting food security and vulnerability analyses and preparing timely reports.
  • Coordinating data gathering and monitoring systems while maintaining quality standards.
  • Liaising with implementing partners to monitor ongoing projects and highlight potential risks.
  • Building the capacity of WFP staff and partners in vulnerability analysis.
  • Implementing evidence-based targeting approaches across CSP activities.
  • Developing Monitoring, Review, and Evaluation plans that align with WFP's strategic goals.
  • Advocating for appropriate financial and human resources for M&E activities. 1
  • Contributing to evidence-based decision-making through accessible monitoring and evaluation findings. 1

Required Qualifications:
The position requires a strong educational background and relevant experience. Candidates must possess an advanced university degree in social sciences, statistics, development economics, epidemiology, performance management, monitoring and evaluation, or related fields. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. Candidates should have a minimum of three years of professional work experience in food security analysis, monitoring, and evaluation, demonstrating proficiency in quantitative and qualitative analytical tools. Strong technical skills in monitoring methods and data analysis are essential, along with experience in managing teams and working in diverse contexts. Knowledge of statistical software such as SPSS is mandatory, while familiarity with other packages like STATA, SAS, R, or Python is desirable.

Educational Background:
Candidates must have an advanced university degree in relevant fields such as social sciences, statistics, development economics, epidemiology, performance management, monitoring and evaluation, or related disciplines. A first university degree combined with additional relevant work experience may also be acceptable. This educational background is crucial for understanding the complexities of food security and the methodologies used in monitoring and evaluation.

Experience:
The position requires a minimum of three years of professional experience in areas directly related to food security analysis, monitoring, and evaluation. Candidates should have demonstrated proficiency in using various analytical tools and methods for food security analysis and monitoring. Experience in managing teams and working in international development or humanitarian sectors is preferred but not essential. Practical expertise in food security analysis and mapping through participation in multiple assessments is highly valued.

Languages:
Fluency in English (level C) is mandatory, along with intermediate knowledge (level B) of a second UN language, such as French or Arabic. Proficiency in these languages is important for effective communication and collaboration within the diverse WFP environment.
