Job Overview:
The International Programme Coordinator (IPC) is responsible for providing programmatic and technical coordination and support for the planning, implementation, monitoring, and reporting of UNFPA’s 5th Country Programme (2026-2030). This role involves coordinating programme implementation and performance management, supporting quality assurance, and maintaining partnerships with government counterparts, UN agencies, development partners, civil society, and local communities. The IPC will also coach and mentor national staff, enhancing their programme management capabilities and accountability. The position requires a strong focus on results-based management, ensuring compliance with UNFPA policies and standards, and fostering a learning environment for continuous improvement in programme delivery.

Duties and Responsibilities:
The IPC will coordinate and support programme design, quality assurance, and results-based management across various thematic areas, including sexual and reproductive health and rights (SRHR), gender/GBV, youth, and population dynamics. Responsibilities include guiding the development and monitoring of annual workplans, ensuring compliance with UNFPA policies, providing technical guidance to national partners, assessing programme performance, and conducting field visits for systematic monitoring. The IPC will also organize briefings for national staff, promote a learning environment, build the capacity of implementing partners, document knowledge processes, and provide analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis for policy engagement. Additionally, the IPC will contribute to resource mobilization efforts, ensure financial accountability, and collaborate with the M&E Unit to track programme performance and quality assurance.

Required Qualifications:
Candidates must possess an advanced university degree in public health, population studies, international development, development economics, social sciences, or a related field. A minimum of five years of progressively responsible professional experience in programme management, particularly in SRHR, gender equality, or population and development, is required. Demonstrated technical knowledge in these areas, experience in results-based programme management, and proven ability to provide technical guidance and capacity building are essential. Candidates should also have experience in policy advocacy and engagement with various stakeholders, including government counterparts and UN agencies. Previous experience with UN/UNFPA is an asset, and familiarity with resource-constrained contexts is advantageous.

Educational Background:
An advanced university degree in public health, population studies, international development, development economics, social sciences, or a related field is required for this position. This educational background provides the necessary theoretical foundation and practical skills needed to effectively manage and coordinate complex programmes related to sexual and reproductive health, gender equality, and population dynamics.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in programme management. Candidates should have experience in the fields of sexual and reproductive health and rights, gender equality, or population and development. Demonstrated experience in results-based programme management, including workplan design and performance monitoring, is essential. Additionally, candidates should have a proven track record of providing technical guidance, coaching, or capacity building to national staff or implementing partners in development or humanitarian settings. Experience in policy advocacy and engagement with government counterparts, UN agencies, NGOs, and civil society organizations is also necessary.

Languages:
Fluency in English is required for this position. A working knowledge of another official UN language is desirable, as it enhances communication and collaboration with diverse stakeholders and partners in the international development context.
