Job Overview:
The Expert on the Sanctions Committee will play a crucial role in drafting and finalizing reports related to the sanctions regime established by the Security Council. This position requires a deep understanding of the political and security dynamics in the Central African Republic (CAR) and the surrounding region. The Expert will be responsible for monitoring sanctions measures, investigating alleged violations, and analyzing the impact of regional developments on armed groups. The role involves extensive travel to engage with various stakeholders, including government officials and regional organizations, to gather information and support the implementation of sanctions. The Expert will also contribute to the preparation of recommendations for improved sanctions implementation based on thorough investigations and outreach activities. This position is expected to become available in August 2026 for an initial period of 12 months, subject to renewal based on the mandate and budgetary approval.

Duties and Responsibilities:
The Expert will have a wide range of responsibilities, including but not limited to: monitoring sanctions measures and investigating alleged violations; analyzing national and regional dynamics affecting armed groups in CAR; engaging with regional organizations and neighboring Member States; assessing the impact of political, security, and economic developments on armed group activities; identifying patterns related to the regionalization of armed groups; participating in investigations and contributing to reporting; preparing recommendations for improved sanctions implementation; compiling information on individuals and entities involved in sanctions violations; delivering briefings and presentations; monitoring media related to the mandate; assisting in capacity-building for States; and submitting an End of Assignment Report at the end of the mandate. The Expert will also be expected to contribute to the preparation of a work program for the Panel of Experts, participate in investigative missions, and ensure compliance with UN rules and regulations.

Required Qualifications:
Candidates must possess a strong background in military science, political science, international relations, law, finance, journalism, or a related field. An advanced university degree (Master’s degree or equivalent) is required, although a first-level university degree combined with two additional years of qualifying experience may be accepted. The position requires a minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience. Candidates should have significant experience in post-conflict situations, strong analytical and research skills, and the ability to develop sound investigative cases. Knowledge of sanctions regimes and regional dynamics in Central Africa is essential, along with proven interpersonal skills in complex environments.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or other relevant areas is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of the sanctions regime and the political landscape in the Central African Republic and surrounding regions.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is required, along with experience in analyzing regional or cross-border security issues. Strong field research and investigative experience in the area of armed groups is essential, as is experience in writing high-quality reports. Familiarity with the rules and regulations of the United Nations and the working culture of the organization is highly desirable.

Languages:
Fluency in English and French is required for this position. Additionally, a working knowledge of one other UN language would be advantageous. Proficiency in multiple languages is beneficial for engaging with diverse stakeholders and conducting investigations in various contexts.

Additional Notes:
This position is classified as a Level C consultancy according to the UN's Administrative Instruction on Consultants and Individual Contractors. The role involves frequent regional and international travel, all of which will be conducted in Economy Class as per UN administrative instructions.
