Job Overview: The position of Procurement Analyst is part of the Junior Professional Officer (JPO) scheme sponsored by the Government of the Republic of Korea, specifically aimed at nationals of Korea. The JPO Programme is designed to equip young leaders with the necessary skills and experience to contribute to the Sustainable Development Goals (SDGs). The role involves supporting the Operations Effectiveness and Compliance (OE&C) Team in ensuring regional oversight, quality assurance, and procurement compliance across the Regional Bureau for Asia and the Pacific (RBAP). The incumbent will work under the supervision of a Procurement Specialist and will be involved in various procurement processes, including the development of procurement strategies, vendor management, and compliance with UNDP regulations. The position offers a unique opportunity for professional growth and exposure to multilateral cooperation and sustainable development initiatives.
Duties and Responsibilities:
Ensure effective implementation of procurement strategies and processes in compliance with UNDP rules and regulations. This includes promoting compliance of procurement activities, organizing procurement processes, and providing on-demand procurement services to Country Offices (COs).
Contribute to the development of regional framework agreements and vendor rosters by analyzing cost-saving strategies and managing supplier performance.
Support the coordination of procurement strategies by analyzing contract strategies, sourcing strategies, and improving procurement processes in COs.
Provide guidance and support for the management of procurement processes, including preparation of procurement plans, monitoring implementation progress, and advising on improvements.
Facilitate knowledge building and sharing by organizing regional training events on procurement and providing training to UNDP staff on procurement issues.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Procurement, Logistics, Business Administration, Public Administration, Economics, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) combined with two years of qualifying experience at the national or international level will be considered. A CIPS level 3 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not available at the time of recruitment, it should be obtained within one year of recruitment.
Educational Background: The educational requirements for this position include an advanced university degree (Master's degree or equivalent) in relevant fields such as Procurement, Logistics, Business Administration, Public Administration, or Economics. A first-level university degree (Bachelor’s degree) in these areas, along with two years of relevant experience, will also be considered. Candidates with CIPS certification will have an advantage, especially if they hold level 3 certification at the time of application.
Experience: The position requires a minimum of two years of relevant paid working experience at the national or international level in public sector procurement management. Candidates with a Master's degree should have at least two years of experience, while those with a Bachelor's degree should have four years of relevant experience. Experience with UN agencies or international organizations in procurement is advantageous, as is familiarity with UN/UNDP procurement policies and procedures.
Languages: Fluency in English and Korean is mandatory for this position. Additionally, working knowledge of other UN languages, particularly French or Spanish, is desirable. Candidates must also provide proof of English proficiency through standardized tests such as TOEFL, IELTS, or TEPS, with specific minimum scores required for each test.
