Job Overview: The position of National Consultant for the Elaboration of the National Procedure involves developing a comprehensive national validation and registration procedure for initiatives related to the national context. The consultant will be expected to work independently over a period of 25 days, spread across two months, to ensure the successful completion of the deliverables. This role requires a deep understanding of the national context, relevant policies, and the ability to engage with various stakeholders to gather insights and feedback. The consultant will be responsible for drafting the procedure, facilitating discussions, and ensuring that the final document meets the necessary standards and requirements set forth by UNDP and the national authorities. The consultant will also need to validate the procedure with relevant stakeholders to ensure its applicability and effectiveness in the local context.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include but are not limited to:
Conducting a thorough analysis of existing procedures and frameworks related to validation and registration of initiatives in Côte d'Ivoire.
Engaging with key stakeholders, including government officials, civil society organizations, and community representatives, to gather input and feedback on the proposed procedure.
Drafting the national procedure document, ensuring it is clear, comprehensive, and aligned with national policies and international best practices.
Facilitating workshops and meetings to present the draft procedure and gather further insights from stakeholders.
Revising the document based on feedback received during consultations and ensuring that all comments are adequately addressed.
Finalizing the procedure document and preparing it for submission to UNDP and relevant national authorities for approval.
Providing ongoing support and clarification to stakeholders throughout the process to ensure a smooth validation and registration process.
Required Qualifications: The required qualifications for this position include:
A strong background in public administration, governance, or a related field.
Proven experience in developing policies or procedures, particularly in the context of national or local governance.
Familiarity with the national context of Côte d'Ivoire, including relevant laws, regulations, and institutional frameworks.
Excellent analytical and writing skills, with the ability to produce high-quality documentation.
Strong interpersonal skills and the ability to engage effectively with a diverse range of stakeholders.
Proficiency in using digital tools and platforms for communication and documentation.
Educational Background: The educational background required for this position includes a minimum of a Master's degree in public administration, governance, international relations, or a related field. Candidates with a Bachelor's degree may be considered if they have extensive relevant experience in the field.
Experience: Candidates should have at least 5 years of professional experience in public administration, governance, or a related field. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Previous experience in developing procedures or policies at the national or local level will be considered an asset.
Languages: Fluency in French is mandatory, as it is the official language of Côte d'Ivoire. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.
Additional Notes: This position is for a national consultant and is expected to be a short-term contract lasting for approximately two months. The consultant will work on a part-time basis, dedicating a total of 25 days to the project. The role is not open for international recruitment, as it specifically seeks a consultant with a deep understanding of the national context. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's policies and guidelines.
