Job Overview:
The Programme Specialist (Women, Peace and Security) will be responsible for planning, implementing, managing, and providing technical support to UN Women’s Women, Peace and Security interventions in South Sudan. This role involves designing and developing program strategies that align with national peacebuilding priorities and UN Women’s global Strategic Plan. The specialist will lead conflict and gender analyses to inform design" style="border-bottom: 1px dotted #007bff !important;">program design and decision-making, ensuring coherence with ongoing governance, humanitarian response, and development programming. The position requires managing the implementation of the Women, Peace and Security program, including budget management, technical assistance, capacity development, and monitoring and reporting. The specialist will also build partnerships, support resource mobilization strategies, and contribute to inter-agency coordination on Women, Peace and Security initiatives.

Duties and Responsibilities:
  • Design and develop program strategies in Women, Peace and Security, ensuring alignment with national priorities and UN Women’s Strategic Plan.
  • Manage the implementation of the Women, Peace and Security program, including finalizing work plans and budgets, providing guidance on implementation modalities, and ensuring quality assurance of partner reports.
  • Identify capacity building needs of partners and coordinate technical assistance and training initiatives.
  • Oversee monitoring and reporting of program implementation, ensuring compliance with results-based management tools.
  • Manage the program budget, supervise team members, and conduct performance assessments.
  • Develop partnerships and resource mobilization strategies, analyzing donor opportunities and coordinating with UN agencies.
  • Provide technical support for inter-agency coordination on Women, Peace and Security.
  • Manage advocacy and communication efforts, developing strategies and knowledge management products.
  • Perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a strong knowledge of Women, Peace and Security thematic areas, results-based management, and program formulation and implementation. They should have the ability to synthesize program performance data and produce analytical reports. Strong analytical skills are essential, along with the ability to identify trends and develop fundraising strategies. Candidates should demonstrate effective communication, stakeholder engagement, and leadership skills.

Educational Background:
A Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.

Experience:
At least 5 years of progressively responsible experience in program management, including design, coordination, monitoring, evaluation, and donor reporting, is required. Experience in gender-related areas is desirable, along with skills in setting priorities, budgets, and work plans. Candidates should have experience in leading and coaching staff in international settings and proficiency in office software and web-based management systems. Familiarity with modern ERP systems, preferably Oracle Cloud, is desirable, and international experience is a plus.

Languages:
Fluency in English is required, and knowledge of Arabic would be an asset.
