Job Overview:
The Field Implementation Specialist plays a crucial role in supporting the effective delivery of project interventions at the field level. This position involves providing technical, operational, and coordination support to ensure that project activities are implemented in a timely and results-oriented manner. The specialist will work closely with local government units, community-based organizations, and other partners to ensure that interventions are context-appropriate and aligned with project objectives. The role requires a strong focus on monitoring and reporting on implementation progress, identifying risks and operational bottlenecks, and proposing corrective actions to enhance efficiency and accountability. Additionally, the specialist will facilitate capacity development initiatives, strengthen partnerships, and promote compliance with UN and FAO standards, including gender equality and social inclusion.

Duties and Responsibilities:
The Field Implementation Specialist will be responsible for a variety of tasks, including:
  • Ensuring results-based implementation of field activities in assigned areas, aligning delivery with the project logframe, approved work plans, and performance indicators.
  • Monitoring, analyzing, and reporting on implementation progress, identifying risks, delays, and operational bottlenecks, and proposing timely corrective actions.
  • Providing technical expertise and advisory support to local government units and community-based organizations, ensuring interventions are evidence-based and aligned with project objectives.
  • Contributing to the design and operationalization of project interventions, including developing technical guidelines and implementation strategies.
  • Facilitating capacity development initiatives through training programs and workshops.
  • Strengthening coordination and partnerships with stakeholders, UN agencies, NGOs, and private sector actors.
  • Leading field-level stakeholder engagement and communication, ensuring inclusive participation and transparency.
  • Representing the project in coordination platforms and technical working groups.
  • Promoting compliance with UN and FAO standards, including gender equality and accountability to affected populations. 1
  • Supporting data management and reporting systems, ensuring timely collection and analysis of data. 1
  • Contributing to knowledge management and documenting good practices and lessons learned. 1
  • Performing other duties as required in support of project objectives.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • A university degree in Agriculture, Agribusiness, Community Development/Organizing, Development Studies, or related fields.
  • At least five years of relevant experience in field-level project implementation and technical support, preferably in agriculture, agribusiness, or rural development programs.
  • A working knowledge (level C) of English and Filipino.
  • Candidates must be nationals of the Philippines.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Agriculture, Agribusiness, Community Development/Organizing, Development Studies, or other related disciplines. It is essential that the degree is obtained from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires at least five years of relevant experience in field-level project implementation and technical support. This experience should preferably be in areas related to agriculture, agribusiness, or rural/agricultural development programs. Candidates should demonstrate a strong understanding of project management and the ability to work effectively in diverse and multidisciplinary teams.

Languages:
The mandatory languages for this position are English and Filipino, with a working knowledge (level C) required in both languages. Proficiency in additional languages may be considered an asset but is not explicitly required for this role.
