Job Overview: The National Accessibility Modelling Consultant will play a vital role in supporting the WHO Country Office in Ukraine by enhancing GIS-based accessibility modeling and health data analytics. This position is crucial for health service planning, particularly in refining existing accessibility products related to Primary Health Care (PHC), Emergency Medical Services (EMS), and Health Resources Availability Mapping System (HeRAMS). The consultant will be responsible for developing new modeling scenarios and preparing analytical outputs that will aid WHO teams and national counterparts in making informed decisions. The work involves utilizing advanced GIS technologies such as ArcGIS Pro, QGIS, AccessMod, and Power BI to analyze health service accessibility, identify gaps, and support strategic planning in areas severely impacted by the ongoing war. The consultant will also contribute to the development of dashboards and analytical tools that facilitate operational decision-making and enhance the efficiency of health service delivery in Ukraine.
Duties and Responsibilities: The consultant will be tasked with several key deliverables, including:
Developing accessibility modeling scenarios for selected health services using AccessMod and QGIS, based on updated HeRAMS data, focusing on service coverage and population access.
Refining existing dashboards, including the PHC Accessibility Dashboard and EMS Accessibility Dashboard, ensuring they are updated with the latest datasets and methodologies.
Documenting a replicable accessibility modeling algorithm that outlines methodological steps, required datasets, and guidance for national counterparts.
Preparing GIS-based analytical outputs for various WHO workstreams, including Health Operations and Service Delivery, as requested.
Improving or developing dashboards and analytical tools using Microsoft 365 applications.
Creating maps, visualizations, and technical notes to support WHO's internal planning and discussions with national and oblast-level counterparts. Each deliverable is expected to be completed by September 30, 2026.
Required Qualifications: Candidates must possess a Bachelor’s degree in data science, mathematics, statistics, public health, biomedical engineering, or a related field. A Master’s degree in one of these areas is desirable. Additionally, candidates should have at least two years of experience in health-related data geospatial analysis, with a strong familiarity with health systems and facilities data. Proven experience in visualizing large datasets using ArcGIS and Power BI is essential, along with a demonstrated ability to manage data management projects effectively. Desirable qualifications include prior experience working in crisis or conflict-affected regions, particularly in the Ukrainian context.
Educational Background: The educational background required for this position includes a minimum of a Bachelor’s degree in relevant fields such as data science, mathematics, statistics, public health, or biomedical engineering. A Master’s degree in these areas is considered an asset and may enhance a candidate's application.
Experience: The position requires a minimum of two years of relevant experience in handling health-related data and conducting geospatial analysis. Candidates should have a proven track record in visualizing large datasets and managing data projects, demonstrating their capability to deliver on similar scopes of work. Experience in crisis or conflict-affected regions is desirable but not mandatory.
Languages: Fluency in English and Ukrainian is essential for this position. Candidates must possess strong analytical and report writing skills in both languages to effectively communicate findings and insights to various stakeholders. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: The consultancy is home-based, with no travel expected. The contract is set to start on July 1, 2026, and will end on September 30, 2026, lasting for a total of three months. The total value of the contract is $9,546.00, with a monthly rate of $3,182.00 for 20 working days per month. Payment will be made on a monthly basis upon the provision of a technical report and approval from the responsible officer.
