Job Overview:
The Strengthening Infectious Disease Detection Systems (STRIDES) Liberia director" style="border-bottom: 1px dotted #007bff !important;">Technical Director is responsible for leading and directing the technical focus areas of the STRIDES project to enhance global health security" style="border-bottom: 1px dotted #007bff !important;">security in Liberia. This role involves aligning technical frameworks, approaches, tools, and activities with relevant guidelines and standards, while identifying partnership needs and engaging qualified partners to ensure technical performance. The Technical Director will work closely with various teams to ensure adherence to the United States Government’s global health security priorities, and will be accountable for the successful delivery of all technical aspects of the STRIDES activity, ensuring that all deliverables are completed on schedule and within budget, while meeting or exceeding quality standards.

Duties and Responsibilities:
The Technical Director will serve as the technical lead for the STRIDES project, providing oversight and direction. Key responsibilities include monitoring technical delivery to ensure project milestones and targets are met, coordinating with the Government of Liberia and other stakeholders, and ensuring compliance with donor requirements and organizational policies. The Director will develop country-specific workplans and budgets, ensure high-quality technical deliverables are produced on time, and respond to donor and government inquiries. Additionally, the role involves managing and guiding a team, supporting capacity building, and contributing to the strategic goals of the STRIDES project. The Director will also design, monitor, and evaluate recruitment and supervision activities, and perform other duties as assigned.

Required Qualifications:
Candidates must possess comprehensive knowledge of contract and project management, as well as technical development practices. An in-depth understanding of infectious disease preparedness, prevention, detection, and outbreak response principles is essential. Familiarity with Liberia's public health sector and donor-funded programs is required, along with demonstrated ability to perform complex data analyses and present findings effectively. Strong organizational, problem-solving, and project management skills are necessary, as well as the ability to influence and motivate others. Excellent leadership and communication skills are also critical for success in this role.

Educational Background:
A Master’s Degree or its international equivalent in Public Health, Epidemiology, Microbiology, Infectious Disease, Laboratory Science, Health Systems Strengthening, or a related field from a recognized university is required. A Project Management (PM) Certification or a PhD in Public Health is preferred, indicating a higher level of expertise and commitment to the field.

Experience:
Typically, candidates should have a minimum of 12+ years of relevant technical or project management experience, including at least 8+ years in leadership roles. Experience in designing and implementing innovative technical support for local entities and frontline service delivery teams is essential. Knowledge of Global Health Security projects is preferred, as is prior work experience with the Ministry of Health and other relevant departments in Liberia, as well as experience with USG-funded contracts.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. Additional language skills may be beneficial but are not specified as mandatory.

This position is expected to involve typical office environment demands, including the ability to work long hours at a computer and perform repetitive tasks. The role may require travel up to 30%. The expected hiring salary range for this position is between USD 50,000 to 70,000 annually, with considerations for relevant experience and education.
