Job Overview:
The position is part of a significant initiative aimed at enhancing the digital transformation of the cultural heritage protection system in Ukraine. The Ministry of Culture is implementing electronic registers, specifically the 'ePamiatka' system, which necessitates high-quality geospatial data for cultural heritage objects. The effective functioning of this system relies on the ability of specialists within regional state administrations (RSAs) and the Ministry of Culture to utilize geographic information systems (GIS), particularly QGIS, and the GeoPackage format for data preparation, validation, and upload. There exists a notable gap in technical skills and standardized practices for managing geospatial data in compliance with national regulations. Therefore, the role involves developing and delivering a structured training program aimed at enhancing institutional capacity in this domain. The consultant will be responsible for designing a comprehensive training program that includes theoretical knowledge, practical exercises, and ongoing support to ensure effective learning outcomes for participants with varying levels of GIS experience.

Duties and Responsibilities:
The consultant will be tasked with designing and delivering a comprehensive training program for representatives of regional state administrations and the Ministry of Culture on the use of QGIS and GeoPackage for the preparation, validation, and upload of geospatial data related to cultural heritage objects into the 'ePamiatka' system. The training program will include online webinars, optional offline sessions, recorded sessions, practical assignments, group consultations, and individual consultations as needed. The consultant will also be responsible for developing agendas, presentations, methodological materials, datasets, and exercises. Additionally, the consultant will prepare reporting documentation, coordinate with the Ministry of Culture of Ukraine and UNESCO Antenna in Ukraine, and communicate with stakeholders and participants to ensure the successful implementation of the training program.

Required Qualifications:
Candidates must possess higher education in GIS, geoinformatics, IT, urban planning, or related fields. They should have at least 5 years of experience in geospatial data management and GIS systems, with proven experience working with QGIS and GeoPackage. Experience in developing and delivering training programs is essential, along with knowledge of Ukrainian legislation regarding geospatial data and cultural heritage. Familiarity with government systems or digital registers is considered an advantage. Strong analytical, methodological, and communication skills are also required, along with the ability to work with diverse stakeholder groups.

Educational Background:
The position requires candidates to have a higher education degree in fields such as GIS, geoinformatics, IT, urban planning, or related disciplines. This educational background is crucial for understanding the technical aspects of geospatial data management and the use of GIS tools.

Experience:
Candidates should have a minimum of 5 years of relevant experience in geospatial data management and GIS systems. This experience should include hands-on work with QGIS and GeoPackage, as well as a track record of developing and delivering training programs. Familiarity with the legal and regulatory frameworks governing geospatial data in Ukraine is also important, as is experience working with government systems or digital registers.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication with participants and stakeholders. Proficiency in English is considered an advantage, as it may facilitate communication with international partners and resources.

The work will primarily be conducted on-site in Ukraine, with potential for home-based or online work, and possible travel.
