Job Overview:
The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of assigned programmes and projects within the UNMAS framework. This position requires a proactive approach to monitoring and analyzing programme/project development and implementation, identifying issues, and proposing corrective actions. The officer will be responsible for researching and analyzing information from diverse sources related to assigned programmes and countries, assisting in policy development, and preparing various written outputs such as background papers, reports, and donor proposals. The role also involves providing substantive support to meetings and conferences, conducting outreach activities, and promoting UNMAS programme activities through training workshops and presentations. Additionally, the officer will coordinate budget and funding activities, collect and analyze data for insights, and perform other duties as required, ensuring that all actions align with the organization's mission and objectives.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including:
  • Participating in the development, implementation, and evaluation of assigned programmes/projects, monitoring and analyzing their progress, and proposing corrective actions as necessary.
  • Researching, analyzing, and presenting information from various sources related to assigned programmes/projects and countries/territories.
  • Assisting in policy development by reviewing and analyzing issues and trends, preparing evaluations, and conducting research activities.
  • Preparing written outputs such as draft background papers, talking points, analysis, donor proposals, and sections of reports.
  • Providing support to consultative meetings and conferences, including proposing agenda topics and preparing documents and presentations.
  • Conducting outreach activities and promoting UNMAS programme activities through training workshops and seminars.
  • Participating in or leading field missions, providing guidance to external consultants and government officials, and drafting mission summaries.
  • Coordinating budget and funding activities, preparing related documents and reports, and ensuring compliance with financial regulations.
  • Collecting and analyzing data to identify trends and provide insights through data visualization methods. 1
  • Performing other duties as required to support the overall objectives of UNMAS.

Required Qualifications:
Candidates must possess a strong background in project or programme management, administration, or a related area. The position requires a minimum of five years of progressively responsible experience in these fields. At least two years of experience specifically in programme management within mine action, security sector reform, stabilization, or humanitarian response is essential. Additionally, experience in mine action or peace operations in conflict or post-conflict settings is desirable, along with experience in budget and financial management. Candidates should demonstrate expertise in programme development and implementation, as well as the ability to analyze and interpret data effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of programme management and the operational environment of UNMAS.

Experience:
The position requires a minimum of five years of progressively responsible experience in project or programme management, administration, or a related area. Specifically, candidates should have at least two years of experience in programme management within mine action, security sector reform, stabilization, or humanitarian response. Experience in mine action or peace operations in conflict or post-conflict settings is highly desirable, as is experience in budget and financial management, which is essential for the role.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset for this role.
