Job Overview: The position of national consultant aims to support the National Police Directorate and the Ministry of Security in developing and adopting a ministerial decree that promotes gender-sensitive management of peacekeeping operations (PKOs). The consultant will work on a participatory project to enhance gender considerations in PKO management within the National Police. Specific objectives include mapping the current management system of PKOs, analyzing existing legal frameworks, drafting the ministerial decree and its operational annexes, and facilitating a technical validation workshop with key stakeholders. The consultant will play a crucial role in ensuring that gender perspectives are integrated into the management of peacekeeping operations, thereby contributing to the broader goals of gender equality and women's empowerment in security sectors.
Duties and Responsibilities: The consultant will be responsible for consulting key stakeholders involved in the management of peacekeeping operations within the National Police. They will map the current PKO management system, identify gaps in gender equality, analyze existing legal frameworks, and draft the ministerial decree along with operational annexes. Additionally, the consultant will organize and facilitate a validation workshop to gather feedback from stakeholders and integrate their recommendations into the final decree. The consultant will also ensure that the project aligns with the objectives of ONU Femmes and the National Police, contributing to the effective implementation of gender-sensitive policies in peacekeeping operations.
Required Qualifications: Candidates must possess a minimum of a master's degree in public or administrative law, public policy, gender studies, political science, public administration, or a related field. They should have at least two years of relevant professional experience in institutional or regulatory reforms, ideally within the security or governance sectors. Experience in integrating gender into public policies, programs, or institutional reforms, particularly in the context of the Women, Peace, and Security agenda and UN Security Council Resolution 1325, is essential. Proven experience in drafting administrative and regulatory texts, such as decrees and standard operating procedures, is also required. Collaboration with public institutions in security, justice, or public administration is considered an asset.
Educational Background: A master's degree (minimum Bac+5 or equivalent) in public or administrative law, public policy, gender studies, political science, public administration, or a related field is required for this position. This educational background is crucial for understanding the legal and regulatory frameworks that govern the integration of gender in peacekeeping operations and institutional reforms.
Experience: The consultant should have a minimum of two years of relevant professional experience in institutional and regulatory reforms, particularly in the security or governance sectors. Languages: Fluency in French is mandatory for this position, as it is the primary language of communication. Knowledge of English or another UN language is considered an asset but is not a requirement. Additional Notes: The consultancy is expected to last for fifteen (15) working days. The payment will be made upon the delivery of specific deliverables, including a startup report, preliminary diagnostic report, draft ministerial decree, and final validation report. The consultant is responsible for their own medical insurance during the contract period, which should include international coverage if applicable.
