Job Overview: The Laws and Data Programme Management Specialist will play a crucial role in supporting UN Women’s responsibilities as the co-custodian of SDG Indicator 5.1.1, which focuses on legal frameworks that promote equality and non-discrimination based on sex. This position involves close collaboration with the Legal Reform Policy Specialist and requires a strong understanding of human rights, rule of law, and non-discrimination. The specialist will coordinate data collection efforts, oversee the updating of datasets, and ensure the timely submission of reports. Additionally, the role includes producing knowledge products related to SDG Indicator 5.1.1 and providing technical advice on legal updates and data validation. The specialist will also engage with various stakeholders to foster partnerships and support legal reform initiatives, ensuring that UN Women’s objectives are met effectively.
Duties and Responsibilities:
Coordination of SDG Indicator 5.1.1 Programming: Lead the preparations for biannual reporting on SDG Indicator 5.1.1, coordinate data collection efforts, and ensure timely submission of reports during reporting cycles. Provide specialized technical advice on updates to the SDG Indicator 5.1.1 coding guidelines and produce knowledge products about the indicator.
Dataset Management and Collection: Oversee the updating of the SDG Indicator 5.1.1 dataset, prepare data and documentation for the subsequent reporting cycle in 2027, and ensure data accuracy and relevance. Provide strategic technical advice on data collection and validation for new countries, update and maintain the constitutional law database, and conduct legal research to inform data collection strategies.
Legal Analysis and Updates: Deliver specialized insights regarding updates for countries in the SDG Indicator 5.1.1 dataset, focusing on legal developments since 2018, and draft necessary communications for governments and partners reflecting the latest research and analysis.
Stakeholder Engagement and Coordination: Foster stakeholder engagement and coordination in support of legal reform, build partnerships with various stakeholders in reporting and legal contexts, and liaise with UN partner agencies on combatting discrimination in law.
Other Duties: Compile and provide recommendations on normative commitments to country offices, present recommendations from the human rights and non-discrimination section in planning meetings, and perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a strong background in public international law, with at least 5 years of progressively responsible work experience in this field. Experience working on legal and policy frameworks related to SDG Indicator 5.1.1 is essential, as is experience managing data and possessing statistical expertise in the context of international institutions. A solid understanding of gender equality and the empowerment of women and girls is also required. Experience in reviewing programming within the UN system to include goals on eliminating discriminatory laws is desirable, as is international experience.
Educational Background: A Master's Degree or equivalent in law is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background ensures that candidates have the necessary legal knowledge and analytical skills to perform effectively in this role.
Experience: The position requires a minimum of 5 years of progressively responsible work experience in public international law. Candidates should have experience working on legal and policy frameworks specifically related to SDG Indicator 5.1.1, as well as experience managing data and possessing statistical expertise in international contexts. Additionally, experience in gender equality initiatives and familiarity with the UN system's programming related to legal reforms is highly desirable. International experience is also considered an asset.
Languages: Fluency in English is mandatory for this position, as well as fluency in French and Spanish. These language skills are essential for effective communication and collaboration with diverse stakeholders and partners in the international arena.
Additional Notes: The position is home-based, and international PPSA holders are responsible for holding a valid work permit for their home-based location prior to starting the I-PPSA. The work permit must cover the entire duration of the I-PPSA.
