Job Overview:
The Knowledge Management, Learning and Systemic Capacity Development Specialist will play a crucial role in enhancing the effectiveness of the Office of Climate Change, Biodiversity and Environment (OCB) within FAO. This position is focused on transforming knowledge management and learning into strategic products that can be utilized across various climate, biodiversity, environmental, and agrifood programs. The specialist will be responsible for capturing lessons learned and developing learning products that translate technical experiences into practical tools. The overarching goal is to strengthen institutional effectiveness and facilitate large-scale impact by ensuring that knowledge is systematically captured, shared, and utilized effectively. The role will involve conducting knowledge audits, stakeholder consultations, and developing strategies that align with FAO's priorities and donor requirements.

Duties and Responsibilities:
The specialist will have a comprehensive set of responsibilities, including but not limited to: developing a customized experience capitalization methodology for OCB, conducting knowledge management audits and needs assessments, assessing existing knowledge-sharing platforms, supporting the establishment of KML working groups, developing project-level KML strategies, creating monitoring frameworks to track learning effectiveness, ensuring methodological quality assurance for training materials, integrating systemic capacity development approaches, conducting capacity needs assessments, reviewing project-level KML approaches, designing frameworks for disseminating good practices, supporting structured learning modalities, developing knowledge portals and digital platforms, collaborating with communications specialists, and contributing to OCB-wide KML initiatives. The specialist will also ensure compliance with FAO standards and guidelines in all communication materials and outputs.

Required Qualifications:
Candidates must meet specific qualifications, including an advanced university degree in relevant fields such as social sciences, knowledge management, communication, or environmental governance. For consultants, a bachelor's degree requires two additional years of relevant experience. A minimum of one year of relevant experience is required for Consultant/PSA Cat C, while Consultant/PSA Cat B requires at least five years of progressively responsible professional experience in knowledge management and capacity development, preferably in the context of environmental and sustainable development programs. Proficiency in English is mandatory, and knowledge of additional languages is considered an asset.

Educational Background:
The educational background required for this position includes an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields related to social sciences, knowledge management, communication, adult learning, rural development, or environmental governance. For those with a bachelor's degree, additional professional experience is necessary to meet the qualifications for the role.

Experience:
The level of experience required for this position varies based on the category of the consultant or PSA. For Consultant/PSA Cat C, a minimum of one year of relevant experience is required, while Consultant/PSA Cat B requires at least five years of progressively responsible professional experience in knowledge management, learning, and systemic capacity development. Experience should preferably be in the context of environmental, climate change, biodiversity, or sustainable development programs.

Languages:
The mandatory language for this position is English, with a proficiency level of C. Additionally, working knowledge of one of the other official languages of the FAO (Arabic, French, Chinese, Russian, Spanish) is considered an asset, enhancing the candidate's profile and ability to engage with diverse stakeholders.
