Job Overview: The positions of Paralegals and Eviction Taskforce Monitors are critical roles within the NRC's Information, Counselling, and Legal Assistance (ICLA) team. The Paralegals will provide community-based legal assistance, information, counselling, and referral services to displaced and vulnerable populations in Jowhar. Their work will involve case identification, legal awareness raising, dispute resolution follow-up, and documentation support related to Housing, Land and Property (HLP) issues, civil documentation, and protection concerns. The Eviction Taskforce Monitors will focus on monitoring and documenting eviction risks and incidents affecting vulnerable communities, supporting early warning and eviction prevention efforts through field monitoring and community engagement. Both roles require extensive community outreach and engagement to improve access to justice and legal services, while also strengthening coordination between affected communities, service providers, and local authorities. The positions will also involve data collection and reporting to facilitate timely interventions by NRC.
Duties and Responsibilities: The duties and responsibilities for the Paralegals include conducting extensive community outreach to monitor and document eviction threats, engaging with community members and local leaders to gather information on eviction risks, providing timely referrals to the ICLA team, delivering accurate information and counselling services regarding HLP rights, organizing community-based assessments, and documenting outreach activities. The Eviction Taskforce Monitors will support early warning systems, monitor eviction risks, provide basic information and counselling services to at-risk households, and contribute to community resilience against forced evictions. Both roles will require adherence to NRC policies, timely reporting, and collaboration with other NRC field teams to ensure integrated service delivery.
Required Qualifications: Candidates must possess a diploma in Law or a High School Certificate or equivalent. Strong organizational skills and attention to detail are essential, along with the ability to begin work immediately. Familiarity with the local context and IDP-related challenges is important, as is basic computer literacy (MS Office, Excel). Strong writing and reporting skills, experience in community outreach and mobilization, and knowledge of the Somalia legal system and displacement issues are preferred. Good communication and interpersonal skills are necessary, along with experience working in legal or humanitarian sectors and familiarity with eviction response and prevention approaches.
Educational Background: The educational background required for these positions includes a diploma in Law or a High School Certificate or equivalent. This educational foundation is crucial for understanding legal frameworks and providing effective legal assistance to vulnerable populations.
Experience: Candidates should have experience in community outreach and mobilization, case documentation, and field data collection.
