Job Overview:
The Oversight and Quality Assurance Engineer will play a crucial role in the implementation of the Flood Recovery Programme (FRP) in Pakistan, particularly in the provinces of Islamabad and Balochistan. This position involves working closely with the FRP and UNDP teams to ensure that field activities are executed effectively and meet the required quality standards. The engineer will assist in planning and conducting technical inspections, developing technical documentation, and supervising construction sites. The role requires a proactive approach to monitoring and reporting on project progress, addressing challenges, and ensuring compliance with approved designs and specifications. The engineer will also be responsible for providing technical inputs and recommendations to enhance the quality and efficiency of civil works, thereby contributing to the overall success of the flood recovery efforts.

Duties and Responsibilities:
The duties and responsibilities of the Oversight and Quality Assurance Engineer include: assisting the UNDP engineering team in planning and conducting technical inspections; developing and documenting technical plans, designs, drawings, and Bill of Quantities (BOQs); reviewing invoices and related documents from construction vendors; supervising and monitoring construction sites in Quetta, Balochistan; ensuring quality assurance of civil works according to approved designs; setting weekly targets and conducting regular site monitoring; reporting updates and challenges to the senior engineering team; providing constructive feedback to address challenges; conducting site visits and providing technical recommendations; developing site inspection reports; maintaining photographic documentation of construction sites; providing technical input into feasibility studies and project proposals; and performing any other relevant tasks assigned by the Programme Specialist and FRP Programme Manager.

Required Qualifications:
Candidates for the position of Oversight and Quality Assurance Engineer should possess a strong background in civil engineering or a related field. They should have a thorough understanding of construction processes, quality assurance practices, and project management principles. The ideal candidate will demonstrate excellent analytical and problem-solving skills, as well as the ability to work collaboratively with diverse teams. Strong communication skills are essential for effectively engaging with stakeholders and reporting on project progress. Additionally, candidates should be adaptable and able to work in challenging environments, particularly in the context of disaster recovery and rehabilitation efforts.

Educational Background:
A bachelor's degree in civil engineering or a related field is required for this position. Advanced degrees or certifications in project management, construction management, or related disciplines will be considered an asset. Candidates should have a solid understanding of engineering principles, construction practices, and relevant regulations.

Experience:
The position requires candidates to have a minimum of 3-5 years of relevant experience in civil engineering, construction supervision, or quality assurance roles. Experience working on infrastructure development projects, particularly in disaster recovery or rehabilitation contexts, is highly desirable. Familiarity with the local construction industry and regulations in Pakistan will be an advantage.

Languages:
Fluency in English is mandatory for this position, as it is the working language of UNDP. Proficiency in Urdu or other local languages is considered an asset, as it will facilitate communication with local stakeholders and communities.

Additional Notes:
This is a national UNV assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 will be provided monthly to cover housing, utilities, and living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires the candidate to be based in Pakistan.
